The thesis focus is to address the need for a ‘Nuova B.E.I.C. - Biblioteca Europea di Informazione e Cultura’, in the Milanese context. It respects the International Design Competition brief given by the Municipal Administration of Milan, with the interest of excelling both the function and the impact of the area. The designated project area is situated in a semi-central location, approximately 3 kilometres away from Piazza del Duomo. It occupies a central position in relation to the primary Milanese universities and boasts excellent connectivity to metro and regional railway networks. Notably, it is proximate to the Porta Vittoria station of the Passante Ferroviario (the principal eastern station of the metropolitan and regional rail system), as well as the Dateo station, which serves both the Passante and the new M4 metro line, destined to swiftly link the city center with Linate Airport. The endeavour seeks to revitalize the former Porta Vittoria railway station area by establishing a novel cultural centre with unparalleled national significance. This centre is pivotal to the city, serving as a comprehensive facility for knowledge access, a hub for digital research applied to cultural heritage, a place to acquire digital skills, and an immersive environment where citizens can engage with various cultural expressions. The aspiration is to establish an innovative, cutting-edge library that can propel an integrated and high-performance library system within the metropolitan region. This involves fostering research and development initiatives in collaboration with Milanese universities, enhancing the Lombardy library system’s functions, and contributing to national efforts in bridging the digital divide, combating educational disadvantage, and minimizing information accessibility gaps. The profile and potential of this endeavour are poised to attract various private entities, capable of joining hands with the Nuova B.E.I.C. through well-qualified partnerships, thus participating in shared programs of interest and augmenting its vitality and evolution.
L’obiettivo della tesi è affrontare la necessità di una “Nuova B.E.I.C. – Biblioteca Europea di Informazione e Cultura”, nel contesto milanese. Rispetta il bando del Concorso Internazionale di Progettazione indetto dall’Amministrazione Comunale di Milano, con l’interesse di eccellere sia nella funzione che nell’impatto dell’area. L’area interessata dall’intervento è situata in una posizione semicentrale, a circa 3 chilometri da Piazza del Duomo. Occupa una posizione centrale rispetto alle primarie università milanesi e vanta un’ottima connettività alla metropolitana e alle reti ferroviarie regionali. In particolare, è vicino alla stazione Porta Vittoria del Passante Ferroviario (la principale stazione orientale del sistema ferroviario metropolitano e regionale), nonché alla stazione Dateo, che serve sia il Passanteche la nuova linea metropolitana M4, destinata a raggiungere rapidamente collega il centro città con l’aeroporto di Linate. L’iniziativa mira a rivitalizzare l’area dell’ex stazione ferroviaria di Porta Vittoria creando un nuovo centro culturale di ineguagliabile significato nazionale. Questo centro è fondamentale per la città, fungendo da struttura completa per l’accesso alla conoscenza, un hub per la ricerca digitale applicata al patrimonio culturale, un luogo per acquisire competenze digitali e un ambiente immersivo in cui i cittadini possonointeragire con varie espressioni culturali. L’aspirazione è quella di creare un centro bibliotecario innovativo e all’avanguardia in grado di promuovere un sistema bibliotecario integrato e ad alte prestazioni all’interno della regione metropolitana. Ciò comporta la promozione di iniziative di ricerca e sviluppo in collaborazione con le università milanesi, il potenziamento delle funzioni del sistema bibliotecario lombardo e il contributo agli sforzi nazionali volti a colmare il divario digitale, combattere lo svantaggio educativo e ridurre al minimo i divari di accessibilità alle informazioni. Il profilo e le potenzialità di questa impresa sono destinati ad attrarre diversi soggetti privati, capaci di unirsi alla Nuova B.E.I.C. attraverso partenariati qualificati, partecipando così a programmi di interesse condivisi e accrescendone la vitalità e l’evoluzione.
