Social housing : sostenibilità finanziaria, tecnologica e sociale

The aim of the graduation thesis is to study the issues of social housing deepening the social, economic, financial, managerial and technical aspects that make feasible its implementation. By studying the writings of the leading experts in the field, the regulatory framework and the data presented by the most authoritative institutes of analysis, the writing aims - in its first part - to illustrate the problem of the house at the present moment, changed over the years by a series of economic and social phenomena. The presentation of the framework continues through the analysis of the laws that have regulated this matter, the "Luzzatti" law (the first law in terms of housing in Italy) up to the latest regulations issued in favor of social housing, as"Legge 133/2008", better known as “Piano Casa” (i.e. "House plan"). The first part of the text is completed with the study of policies and experiences made by European countries with more tradition in the matter. The second section, devoted to the operational aspects of the matter, first of all defines the responsibilities of the public institutions involved, namely the State, Regions, Municipalities and Companies House; and explores the role played by the many non-profit organizations that operate for some time in the field. The paper then examines the economic-financial sides of the issue through the presentation of financial instruments that can be applied for new investment transactions in social housing, (real estate funds, SIIQ, granting promotion, real estate leasing and project financing) and defines the process that characterizes a real estate investment in social housing. At last, the thesis examines some examples of social housing in from the economic, technological and social point of view, already built or under construction that allow to raise problems or positive aspects that can constitute a reference for new projects.

L’obiettivo della tesi è analizzare la materia del social housing approfondendo le caratteristiche sociali, economiche-finanziarie, gestionali e tecniche che ne rendono fattibile la realizzazione. Attraverso lo studio degli scritti redatti dai maggiori esperti nazionali in materia, del quadro normativo e dei dati presentati dai più autorevoli istituti di analisi lo scritto mira nella sua prima parte a illustrare il problema della casa attuale, mutato nel corso degli anni da una serie di fenomeni di carattere economico e sociale. La presentazione del quadro di riferimento prosegue attraverso l’analisi delle leggi che hanno regolato la materia, dalla legge Luzzatti (la prima legge in tema di edilizia popolare in Italia) fino agli ultimi provvedimenti emanati in favore dell’edilizia sociale, come la Legge 133/2008, meglio nota come Piano Casa. La prima parte del testo è completata con lo studio delle politiche e delle esperienze effettuate dai paesi europei con maggiore tradizione nella materia. La seconda parte del testo, dedicata agli aspetti operativi della materia, definisce anzitutto le responsabilità in capo ai diversi enti pubblici, ovvero lo Stato, le Regioni, i Comuni e le Aziende Casa, e approfondisce il ruolo giocato dai numerosi enti no profit che operano da tempo nel settore. Lo scritto analizza successivamente il profilo economico-finanziario della materia attraverso la presentazione degli strumenti finanziari che possono essere applicati per nuove operazioni di investimento nel social housing (Fondi immobiliari, SIIQ, concessione di valorizzazione, il leasing immobiliare e project financing) e definisce l’iter che caratterizza un investimento immobiliare nel social housing. Per ultimo la tesi analizza sotto gli aspetti economici, tecnologici e sociali alcuni esempi di social housing realizzati o in realizzazione che permettano di sollevare criticità o aspetti positivi che possano costituire un riferimento per nuove realizzazioni.
