Il GIS per il Conservation Management Plan : il caso delle scuole nazionali d'arte di Cuba

This master's thesis aims to set up an integrated data to support the management, conservation, maintenance and evaluation activities of a 20th century architectural site, the National Schools of Art in Havana. The thesis, therefore, is aimed at offering contents of an experimental and operational type by inserting itself in a wider scenario concerning the conservation of the heritage provided by a coordinated, coherent and programmed activity of study, prevention, maintenance and restoration (art. 29 of the BBCC and Landscape Code). The Politecnico di Milano - DaStu Department has coordinated, as part of the of the Keeping it Modern initiative, promoted by the Getty Foundation between 2014 and 2020, the drafting of the Conservation Management Plan (CMP) of the National Schools of Art in Havana. This thesis is derived from the authors' contribution to this project, in which they participated from 2019 to 2020. Next to the report of the experimental activity and the results presentation, the authors question how this professional competence can be included in the Italian legal framework, in the field of preservation of architectural heritage and landscape and in the discipline of public procurement.

Questa tesi di specializzazione ha l’obiettivo di impostare un sistema di gestione dati integrato a supporto dell’attività di gestione, conservazione, manutenzione e valorizzazione di un sito architettonico del XX secolo, le Scuole Nazionali d’Arte a L’Avana. La tesi, pertanto, intende offrire contenuti di carattere sperimentale ed operativo inserendosi in uno scenario più ampio che riguarda il lavoro di conservazione del patrimonio costruito assicurato da una coordinata, coerente e programmata attività di studio, prevenzione, manutenzione e restauro (art. 29 del Codice BBCC e Paesaggio). Il Politecnico di Milano - Dipartimento DaStu ha coordinato all’interno dell’iniziativa Keeping it Modern, promossa da Getty Foundation tra il 2014 e il 2020, la redazione del Conservation Management Plan (CMP) delle Scuole Nazionali d’Arte a L’Avana. La tesi deriva dal contributo che le autrici hanno fornito a questo progetto, al quale hanno preso parte dal 2019 al 2020. Accanto al resoconto dell’attività sperimentale e alla presentazione dei risultati, le autrici si interrogano su come questa competenza professionale possa essere inserita nel quadro normativo italiano, nel campo della tutela dei beni architettonici e del paesaggio e nella disciplina degli appalti.
