Over the past century, cities globally have undergone unprecedented expansion, pushing their boundaries far and wide. The predominance of automobile-centric development contributed to the decentralization of its population towards the peripheral areas, creating suburbs and peri-urban areas. Milan is no exception to this trend and witnessed the formation of sprawling, low density suburbs heavily reliant on automobiles, posing challenges to sustainability and inclusivity. The car-oriented spatial planning coupled with the associated congestion and pollution, has significantly compromised the quality of the environment, public health, and social interactions, collectively diminishing the overall quality of life. Recognizing these challenges, Milan is currently undergoing a period of profound urban renewal, seeking to break away from car dependency and mitigate its detrimental effects by strategically focusing on sustainable transportation initiatives, particularly emphasizing the “Sustainable Urban Mobility Plan (SUMP)”. For the suburban areas, it prioritizes public transportation, mainly rail network connectivity. Through the lens of sustainable developments and prioritized rail connectivity, the conventional perception of railway stations is shifting from mere functional nodes for transit to a dynamic public and social space, inviting people to stay. This thesis tries to qualitatively analyse these opportunities offered by the SUMP of Milan for the suburban areas, with a specific focus on elevating the quality of life of the residents. Within this conceptual framework, this thesis tries to explore the idea of transforming small intermediate railway stations in the suburbs into a vibrant public realm. To achieve this goal, a qualitative analysis is conducted at one of the intermediate suburban railway stops of Milan, Pieve Emanuele. The railway stop is part of the Milan-Pavia RFI line quadrupling project, which will culminate in the construction of a new railway station at Pieve Emanuele. The thesis perceives this project on a territorial scale to comprehend its impact on the quality of life of the people residing in the vicinity of the station and assesses the feasibility of seamlessly integrating the station with its surroundings. The proposed strategies aim to weave the station into the local social fabric, transforming it into a new centrality that enhances the overall livability of the area. The implemented policies and strategies hold the potential to serve as a replicable model for other intermediate stations facing similar circumstances.
Nel corso dell’ultimo secolo, le città di tutto il mondo hanno subito un’espansione senza precedenti, ampliando considerevolmente i propri confini, anche oltre quelli piú strettamente amministrativi. La predominanza di uno sviluppo autocentrico ha contribuito al decentramento della popolazione verso le aree piú marginali, creando periferie e aree periurbane molto articolate. Milano non fa eccezione a questa tendenza ed è stata testimone della formazione di periferie estese e a bassa densità fortemente dipendenti dalle automobili, che pongono sfide non solo alla sostenibiulità economica ma anche alla sicurezza e all'inclusività sociale. La pianificazione territoriale orientata all’auto, unita alla congestione e all’inquinamento, ha compromesso in modo significativo la qualità dell’ambiente urbano, della salute pubblica e delle interazioni sociali, diminuendo collettivamente la qualità complessiva della vita. Riconoscendo queste sfide, Milano sta attualmente attraversando un periodo di profondo rinnovamento urbano, cercando di ridiscutere la dipendenza dall’auto e di mitigarne gli effetti dannosi concentrandosi strategicamente su iniziative di trasporto sostenibile, in questi termini va sottolineato in particolare il “Piano Urbano della Mobilità Sostenibile (SUMP)”. Per le aree suburbane si dà priorità al trasporto pubblico, principalmente riferite alla connettività della rete ferroviaria. Attraverso la lente degli sviluppi sostenibili e della connettività ferroviaria prioritaria, la percezione convenzionale delle stazioni ferroviarie si sta spostando da semplici nodi funzionali per il transito a uno spazio pubblico e sociale dinamico, capace di diventare un luogo anche dello stare. Questa tesi cerca di analizzare qualitativamente queste opportunità offerte dal SUMP di Milano per le aree suburbane, con un focus specifico legato al miglioramento del confort e alla qualità della vita dei residenti. All'interno di questo quadro concettuale, questa tesi cerca di esplorare l'idea di trasformare piccole stazioni ferroviarie intermedie poste in aree suburbane, in luoghi dai caratteri piú vicini allo spazio pubblico. Per raggiungere questo obiettivo viene condotta un'analisi qualitativa presso una delle fermate intermedie della ferrovia suburbana di Milano, Pieve Emanuele. La fermata ferroviaria rientra nel progetto di quadruplicamento della linea RFI Milano-Pavia, che culminerà con la realizzazione di una nuova stazione ferroviaria a Pieve Emanuele. La tesi percepisce questo progetto su scala territoriale per comprenderne l'impatto sulla qualità della vita delle persone che risiedono nelle vicinanze della stazione e valuta la fattibilità di una migliore integrazione della stazione con l'ambiente circostante. Le strategie proposte mirano a intrecciare la stazione nel tessuto sociale locale, trasformandola in una nuova centralità capace di migliorare la vivibilità complessiva dell’area. Le politiche e le strategie esplorate provano ad esprimere un potenziale capace di fungere da modello replicabile e scalabile in altre stazioni intermedie che si trovano ad affrontare circostanze simili.
