Le diverse dimensioni del turismo sostenibile: opportunità e strategie per la rigenerazione urbana e paesaggistica a Varese

The present thesis questions, through a strategic and planning study, the potential role of widespread and sustainable tourism within a perspective of urban and territorial regeneration, looking at the landscape as an interpretative key for the construction of contexts for the city and the territory. The setting of the investigation is the city of Varese, whose territorial analysis yields a great variety of resources with respect to the fruitive themes of culture and leisure: the purpose of the thesis is to enhance and systematize these resources by relating them to the different landscape contexts in which they are located, ranging from the urban system, to the mountain system and lake system, as well as the agricultural hinterland. Starting from a critical interpretation of the territory, the existing elements are therefore traced back to certain territorial areas, distinguishing both established, fruitful contexts of recognizable tourist attractiveness and “potential” contexts, from which crucialities and weaknesses emerge. In outlining a strategic framework, the research seeks to establish connections between the areas thus defined, the territorial resources and the local landscape, building networks that are transversal to the different contexts of tourist fruition and that make it possible to identify, within them, specific areas for urban and landscape regeneration. The objective of the research is therefore the creation of a legible widespread tourism system throughout the territory, both through the definition of strategies and objectives at the urban scale and through design explorations that aim to solve specific criticalities detected in areas of strategic interest. At the basis of the design research is the construction of a system of slow and sustainable mobility, as a fruition mode linked to the territorial and landscape dimension, as well as a potential connecting element between areas and fruitive themes. To conclude, the thesis selects one of these territorial systems and explores possible solutions for an area of significant fruitive and landscape importance located in the lakefront neighbourhood of Schiranna. Here, some compartments with particular weaknesses are identified and become an opportunity for in-depth design at the scale of the master plan, whose design choices in shaping open spaces and locating new functions align with the objectives framed by the research.

La tesi si interroga, attraverso una riflessione di tipo strategico e progettuale, sul potenziale ruolo del turismo diffuso e sostenibile nell'attivazione di processi di rigenerazione urbana e territoriale, guardando in particolare alla dimensione paesaggistica come chiave di lettura e di interpretazione per la costruzione di contesti per la città e il territorio. Scenario d’indagine è la città di Varese, la cui lettura territoriale restituisce una grande varietà di risorse rispetto ai temi fruitivi della cultura e del tempo libero: la tesi intende valorizzare e mettere a sistema tali risorse ponendole in relazione con i diversi contesti paesaggistici in cui si situano e i cui caratteri variano dal sistema urbano, al sistema montano e collinare, al sistema lacuale, passando per l’entroterra agricolo. A partire da un'interpretazione critica del territorio, gli elementi presenti sono dunque ricondotti ad alcuni ambiti territoriali, tra i quali si distinguono sia contesti fruitivi consolidati, di riconoscibile attrattività turistica, sia contesti “potenziali”, rispetto ai quali emergono criticità e punti deboli. Nel delineare un quadro strategico la ricerca cerca quindi di stabilire delle connessioni tra ambiti così definiti, risorse territoriali e paesaggio locale, costruendo dei sistemi che siano trasversali ai diversi contesti di fruizione turistica e permettano di individuare, al loro interno, aree specifiche per la rigenerazione. Obiettivo della ricerca è dunque la creazione di un sistema turistico diffuso sul territorio e dotato di una leggibilità d’insieme, sia attraverso la definizione di strategie e obiettivi alla scala urbana, sia tramite esplorazioni progettuali che vadano a risolvere in maniera puntuale le criticità rilevate negli ambiti di interesse strategico. Alla base della ricerca progettuale la costruzione di un sistema della mobilità lenta e sostenibile, in quanto modalità fruitiva dotata di uno stretto legame con la dimensione territoriale e paesaggistica, nonché potenziale elemento di connessione tra ambiti e temi fruitivi. La tesi seleziona infine uno dei sistemi territoriali individuati dalle strategie ed esplora possibili soluzioni per un’area di particolare rilevanza fruitiva e paesaggistica collocata nella zona fronte lago nella frazione di Schiranna. In questo ambito si individuano alcuni comparti con particolari debolezze che divengono occasione di approfondimento progettuale alla scala del masterplan, le cui scelte progettuali nel disegno degli spazi aperti e nell’insediamento di nuove funzioni si pongono coerentemente con gli obiettivi inquadrati dalla ricerca.
