The EU role in implementing cutting-edge cities: state-of-the-art of European-funded smart city projects

In recent years, it's clear how the European Union demonstrated a significant commitment on the promotion of initiatives focused on sustainability and social inclusion for its urban citizens. Despite these efforts, the urban overpopulation and climate change are currently global problems still unsolved, and a potential solution may be the development of Smart Cities. Leveraging the Sustainable Development Goal 11 developed by the United Nations, the European Union positions itself as a promoter of sustainable urban areas throughout the continent. The involvement of governments and policymakers is crucial in funding innovation, and therefore, this thesis examines the European Framework Programmes for Research and Technological Development, specifically Horizon 2020 and Horizon Europe. The primary objective of this thesis is to create a State-Of-The-Art of European-funded Smart City projects. A census of all projects related to the Smart Cities realm from 2014 has been executed. The focus was only on the initiatives that participated and received funding from the European Framework Programmes Horizon 2020 or Horizon Europe. All information related to the projects has been meticulously tabulated and analysed to describe their inherent characteristics, integrating specific and peculiar variables that have not been examined in previous research works (macro-categories, scopes of application, project types, applied technologies, etc). Hence, a unique framework has been created to understand the nature of funded Smart City initiatives in Europe. This study highlights that the European Union adequately supports research organizations for continuous development in the Smart Cities domain. Furthermore, it emerged that we are currently in the early stage of the industry, with the market not mature yet. The analysis suggests a promising future for Smart Cities as projects have increasingly larger budgets and are almost entirely funded by the European Union, while the average duration of project realization continues to grow, demonstrating the rising relevance of these initiatives.

Nel corso degli ultimi anni, l’Unione Europea ha dimostrato notevole impegno nel promuovere iniziative mirate alla sostenibilità e all’inclusione sociale nelle città del continente. Tuttavia, deve fronteggiare problemi come la sovrappopolazione urbana e il cambiamento climatico che attualmente coinvolgono tutte le parti del mondo. Una possibile soluzione è stata individuata dalle Nazioni Unite nello sviluppo di Smart City, tramite il Sustainable Development Goal 11. L’Unione Europea si pone quindi come promotore di questo sviluppo all’interno del continente. In questo contesto, l'intervento dei governi e dei policy maker diventa sempre più cruciale per finanziare l'innovazione. Pertanto, questa tesi analizza il contributo fornito dagli European Framework Programme for Research and Tecnological Development, in particolare Horizon 2020 e Horizon Europe. L’obiettivo principale di questa tesi è quello di delineare lo stato dell’arte dei progetti Smart City finanziati dall’Unione Europea. A tal fine, è stato condotto un censimento dettagliato di tutti i progetti relativi al tema delle Smart City che hanno partecipato e ottenuto un finanziamento dai Framework Programme Europei Horizon 2020 o Horizon Europe, dal 2014 ad oggi. Tutte le informazioni relative ai progetti sono state attentamente tabulate e poi analizzate per descrivere ed esplicitare le loro caratteristiche distintive, incorporando variabili specifiche e peculiari che non sono state mai esaminate in lavori di ricerca precedenti (macrocategoria, l’ambito territoriale di applicazione, il tipo di progetto, tecnologie impiegate, ecc.). Sulla base di queste informazioni aggiuntive, è stato sviluppato un nuovo framework valido a livello europeo sulla natura delle iniziative Smart City che hanno ottenuto un finanziamento. Inoltre, questo elaborato evidenzia come l’Unione Europea incentivi e finanzi adeguatamente le organizzazioni di ricerca per uno sviluppo continuo nel campo delle Smart City. Indica quindi che siamo ancora nella fase iniziale dello sviluppo e con un mercato ancora lontano dalla sua maturità. L’analisi suggerisce come il futuro per le Smart City possa essere florido: i progetti avanzati presentano budget sempre più cospicui e sono finanziati quasi integralmente dall’Unione Europea, mentre la durata media di realizzazione di un progetto continua ad aumentare, evidenziando la crescente rilevanza delle iniziative.
