Policy role in the transformation of GVCs: an empirical study in the battery industry

The thesis illustrates the phenomenon of global value chain (GVC) transformation that is shaping the current geopolitical and economic scenario. Various exogenous events, such as frequent crises, growing tension between states, growing problem of shortages of critical raw materials, combined with a strong mandate toward sustainability, circularity, and energy transition, are just some of the causes of this process, which will increasingly characterize the next decade. In response to this global phenomenon, governments around the world need to prepare a policy framework that is suitable for change and can influence the movements taking place within the GVC. The objective of this thesis is to present a picture of the evolution of public policies applied in the lithium battery industry, a key player in this transformation, and to highlight possible effects on the GVC transformation process that the industry is undergoing, focusing on large industry players: Europe, the United States, China, Japan, and South Korea. Through an estimation of the correlations between policies and international investment, it will be highlighted possible associations between strategies applied by governments and the flow of international investment to identify possible changes in trends, including the relationships between the states analyzed.

Il presente elaborato illustra il fenomeno della trasformazione delle catene del valore globale (GVC) che sta caratterizzando lo scenario geopolitico ed economico attuale. Diversi avvenimenti esogeni, come frequenti crisi, una crescente tensione tra stati, un problema crescente di carenza di materie prime critiche, unite a un forte mandato verso la sostenibilità, la circolarità e la transizione energetica, sono solo alcune tra le cause di questo processo, che caratterizzerà in maniera crescente il prossimo decennio. In risposta a questo fenomeno globale, i governi di tutto il mondo necessitano di predisporre un quadro politico adatto al cambiamento e che possa influenzare i movimenti che avvengono all'interno della GVC. L'obiettivo di questo elaborato è quello di presentare un quadro dell'evoluzione delle politiche pubbliche applicate nell'industria delle batterie a litio, protagonista di questa trasformazione, ed evidenziare una possibile influenza sul processo di trasformazione della GVC che l'industria sta subendo, focalizzandosi su grossi player dell'industria: Europa, Stati Uniti, Cina, Giappone e Corea del Sud. Attraverso una stima delle correlazioni tra le politiche e gli investimenti internazionali sarà possibile evidenziare possibili associazioni tra strategie applicate dai governi e il flusso di investimenti internazionali per evidenziare possibili cambi di tendenza, anche tra le relazioni tra gli Stati analizzati.
