Le aree interne tra abbandono e restanza : prospettive di rinascita per i piccoli luoghi: il caso di Pescina

The aim of the following work is to investigate the theme of the inner areas, the small municipalities and small villages, and their meaning within the society and the architectural culture. The starting point is the actuality and the raising awareness about the sustainability, that question the development models of the past. Starting from this, a new interest concerning the small villages, and their foundational role in the traditional and polycentric structure of Italy, that after a long period of crisis, they seem to offer new perspectives of development. What seems like an urban crisis, creates new occasions to rethink these small territories and new opportunities for them, but not linked to stereotyped vision. In this scenario, the architecture can play a fundamental role, trying to offer solutions to shrinking territories, starting from their communities and co-planning opportunities. After a first reconnaissance about the history of inner areas, starting from the haemorrhage of residents, and arriving to the new challenges of the contemporaneity, I’ve tried to comprehend the deeper meaning of the small villages, that are often trapped in a spiral of depopulation and abandonment, emblem of the cotidie mori (to die every day). The other side of the coin is represented by the “restanti”, literally the people who remain, who believe in a future for these territories, trying to trigger sustainable development projects. A following analysis focused on the regeneration policies (local, Italian, and European initiative) implemented to try to reduce the depopulation and provide new possible solutions. In the end, I’ve brought, as a case study, Pescina, a small village inside an inner area of the Abruzzo Apennines, trying to think, even in a participatory manner through the involvement of locals, about the possibilities to regenerate the village, that this territory can offer.

Il seguente lavoro nasce con la volontà di andare ad indagare la tematica delle aree interne, dei paesi e dei piccoli comuni, e del senso di questi luoghi all’interno della società e della cultura architettonica. Il punto di partenza è stato sicuramente l’attualità e l’emergere di una sensibilità e sostenibilità nuove, che sembrano mettere in discussione i modelli di sviluppo del passato. Da questo aspetto un rinnovato interesse per i piccoli paesi, e del loro ruolo fondativo nella tradizionale struttura policentrica dell’Italia, che dopo una lunga fase di crisi e contrazione, sembrano offrire nuove prospettive di sviluppo. Quella che sembra attestarsi come crisi del modello urbano, crea delle nuove occasioni per ripensare questi piccoli territori, non legate, però, ad una pura autoreferenzialità e visioni villagiste, stereotipate dei borghi, che non creano reali opportunità di rinascita per questi territori. In questo quadro può sicuramente giocare un ruolo fondamentale l’architettura, provando ad offrire delle risposte ai territori in contrazione, partendo dalle comunità e da occasioni di coprogettazione. Dopo una prima ricognizione sulla storia di queste aree, a partire dall’emorragia abitativa, fino alle recenti sfide della contemporaneità, si è tentato di comprendere il senso più profondo dei piccoli paesi, spesso intrappolati in un vortice di spopolamento e abbandono, che diventano emblema del cotidie mori, del morire ogni giorno. L’altra faccia della medaglia è rappresentata dai restanti, persone che credono che sia possibile restare in questi luoghi, innescando progetti di sviluppo sostenibile. Una successiva fase di analisi si è concentrata sulle politiche di rigenerazione che sono state attuate (tramite iniziative comunali, sovralocali, nazionali ed europee) per tentare di frenare questi fenomeni, provando a dare una risposta a queste aree. Infine, si è portato come caso studio, Pescina, un piccolo comune, di un’Area Interna dell’Appennino abruzzese, per provare a riflettere, anche in maniera partecipata, tramite il coinvolgimento di alcuni testimoni privilegiati, sulle possibilità di riabitazione e rigenerazione locali che questo territorio può offrire.
