Greater Cairo, home to over 20 million people, faces immense challenges due to its dense population and the proliferation of informal settlements. In response, government efforts have often centered around the reallocation of inhabitants to other parts of the city, aiming to mitigate issues such as overcrowding, inadequate infrastructure, and informal housing. However, such approaches often disrupt communities, leading to social, economic, and psychological challenges for residents. Here, we explores an alternative approach to addressing the challenges of dense population and informal settlements in Greater Cairo. Rather than relying solely on relocation, this alternative emphasizes community empowerment, participatory planning, and infrastructure development within existing informal settlements. By engaging residents in decision-making processes, providing tenure security, and upgrading infrastructure and services, this approach aims to improve living conditions while preserving the social fabric and cultural identity of these communities. Through case studies and analysis, this paper highlights the potential of community-centered approaches to create sustainable and inclusive urban environments. By reframing the discourse on informal settlements from a problem to be eradicated to an opportunity for inclusive urban development, policymakers, urban planners, and community stakeholders can work together to build resilient and vibrant cities in Greater Cairo and beyond.
Il Grande Cairo, con oltre 20 milioni di abitanti, affronta immense sfide a causa della sua densa popolazione e della diffusione degli insediamenti informali. In risposta, gli sforzi governativi si sono spesso concentrati sulla riallocazione degli abitanti in altre parti della città, mirando a mitigare problemi come sovraffollamento, infrastrutture inadeguate e alloggi informali. Tuttavia, tali approcci spesso disruptano le comunità, portando a sfide sociali, economiche e psicologiche per i residenti. Questo documento esplora un approccio alternativo per affrontare le sfide della densa popolazione e degli insediamenti informali nel Grande Cairo. Piuttosto che affidarsi esclusivamente alla riallocazione, questa alternativa enfatizza l’empowerment della comunità, la pianificazione partecipativa e lo sviluppo delle infrastrutture all’interno degli insediamenti informali esistenti. Coinvolgendo i residenti nei processi decisionali, fornendo sicurezza della proprietà e migliorando infrastrutture e servizi, questo approccio mira a migliorare le condizioni di vita preservando il tessuto sociale e l’identità culturale di queste comunità. Attraverso casi studio e analisi, questo documento evidenzia il potenziale degli approcci centrati sulla comunità per creare ambienti urbani sostenibili e inclusivi. Riformulando il discorso sugli insediamenti informali da un problema da eliminare a un’opportunità per lo sviluppo urbano inclusivo, i decisori politici, i pianificatori urbani e gli stakeholder della comunità possono lavorare insieme per costruire città resilienti e vibranti nel Grande Cairo e oltre.
