Argine culturale : tra fiume e città spazi di ibridazione a Lodi

The city of Lodi has been moving towards ever greater appeal since the beginning of the century, through projects that focus on culture as a generator of economic and territorial development. Despite this trend, however, it is difficult to create a system linking the various interventions with the resources already present in the area, first of all the Adda river. Despite the great importance played by the river in the past, the Adda is today little more than a decorative object for the city, from which, moreover, there is a need to be protected by limiting access, raising the banks, and providing bulkheads, with the result of distancing it further and further from the eyes and minds of citizens. The città bassa, as the portion crossed by the Adda is defined, is today perceived as a peripheral area of the city, despite its extreme proximity to the historic center, and is only minimally interested by new major projects, despite the desperate need for overall regeneration . Therefore, the objective of this project proposal is to return the riverfront to the city and its citizens and transform the città bassa, operating on the Maddalena, Borgo and Revellino districts, providing it with spaces that are attractive and that respond to the needs of its inhabitants, activating places that are no longer used or in a state of decay, and most of all maintaining, and developing, its character as a river area. With this aim we turn to culture for its ability to regenerate places and communities, envisaging a system of cultural strongholds, along both banks of the river, which become places of hybridization between city and river. In this way, a process that manages to stimulate interest in the river, both as a naturalistic-environmental resource and as a bearer of culture, is started, strengthening the sense of identity of the people of Lodi.

La città di Lodi si sta muovendo dall’inizio del secolo verso una sempre maggiore attrattività, attraverso progetti che puntano sulla cultura come generatore di sviluppo economico e territoriale. Nonostante questa tendenza, però, si fatica a mettere a sistema i diversi interventi con le risorse già presenti nel territorio, prima tra tutte il fiume Adda. Nonostante la grande importanza rivestita dal fiume in passato, infatti, l’Adda è oggi poco più che un oggetto di decoro alla città, dal quale oltretutto si cerca di ripararsi limitando gli accessi, alzando gli argini, e prevedendo paratie, con il risultato di allontanarlo sempre di più dagli occhi e dagli animi dei cittadini. La città bassa, come è definita la porzione attraversata dall’Adda, è oggi percepita come zona periferica della città, nonostante l’estrema vicinanza al centro storico, e risulta solo minimamente interessata dai nuovi grandi progetti, nonostante il disperato bisogno di una rigenerazione complessiva. L’obiettivo alla base di questa proposta progettuale è, quindi, restituire il lungofiume alla città e ai cittadini e trasformare la “città bassa”, agendo sui quartieri Maddalena, Borgo e Revellino, fornendola di spazi che siano attrattivi e rispondano alle necessità dei suoi abitanti, attivando luoghi in disuso o in stato di degrado, e soprattutto mantenendone, e sviluppandone, il carattere di area fluviale. Con questo scopo ci si rivolge alla cultura per la sua capacità di rigenerazione di luoghi e comunità, prevedendo un sistema di presidi, lungo entrambi gli argini del fiume, che diventino luoghi di ibridazione tra città e fiume. In questo modo si avvia un processo che riesce a stimolare interesse verso il fiume, sia come risorsa naturalistico-ambientale sia come portatore di cultura, rafforzando il senso di identità dei lodigiani.
