Traffic study and cost-benefit analysis of a new tollbooth on the A21 highway to connect the intermodal terminal of Bagnolo Mella (Brescia)

The expansion of the operations in the Bagnolo Mella (Brescia, Italy) Intermodal terminal due to the entry into operation of the rail freight terminal required to explore solutions for faster access to the Autostrada A21. The work thesis proposes a Cost-Benefit Analysis approach to appraise the feasibility of building a new tollbooth in the vicinity of the intermodal terminal. The methodology requires the traffic analysis to determine financial and economic key performance indicators that demonstrate the profitability and social interest to invest a capital in the project. The transport model, together with the econometric model, allows to estimate the transport key performance indicators, on which the financial and economic analysis rely. The financial analysis evaluates the stability and profitability of the project investment by examining the future cash-flows. The economic analysis assesses the social desirability of the investment by considering the future benefits to which the project contributes. The methodology is based on predictions and estimates that may introduce inaccuracies; a sensitivity analysis is thereby proposed in order to determine the stability of the assumptions made.

L'ampliamento delle attività del terminal intermodale di Bagnolo Mella (Brescia, Italia) dovuto all'entrata in funzione dello scalo ferroviario ha reso necessario esplorare soluzioni per un accesso più rapido all'Autostrada A21. Il presente lavoro di tesi propone un approccio allo studio di fattibilità per la costruzione di un nuovo casello in prossimità del terminal intermodale attraverso un'analisi costi-benefici. La metodologia adottata richiede l'analisi dei volumi di traffico per determinare gli indicatori chiave di performance finanziari ed economici che confermano la redditività e l'interesse sociale nell'investire un capitale nel progetto. Il modello trasportistico, insieme al modello econometrico, consente di stimare gli indicatori chiave di performance trasportistici, su cui si basano l'analisi finanziaria ed economica. L'analisi finanziaria valuta la solidità e la redditività dell'investimento esaminando i flussi di cassa futuri. L'analisi economica valuta il risvolto positivo che il progetto avrebbe sulla società considerando i benefici futuri a cui esso contribuisce. La metodologia si basa su previsioni e stime che potrebbero introdurre imprecisioni; viene quindi proposta un'analisi di sensibilità per determinare la stabilità delle ipotesi formulate.
