One of the most topical issues in the contemporary debate is certainly that which concerns the phenomenon of migration to Europe, not only for its importance in quantitative terms, but also for the problems that it involves, political, economic and social. Subject of the following discussion is the examination of the problems that the migration phenomenon generates in terms of housing and concrete measures implemented by the actors for the provision of adequate housing solution according to the scale of construction, social and urban scale, for a renewed vision of architecture as a vehicle for a new model of reception and integration of migrants. The focus of this research work was, in particular, placed on identifying the best practical measures for the reception and integration of migrants through the examination of projects affecting the building scale, the social scale and / or urban scale, so that the migrant, starting from the purely residential dimension to the social and urban dimension, can count on a system that can accompany him from the first arrival until a prospect of definitive inclusion in the structure of the society of arrival. For the sake of completeness, it seemed appropriate to devote the first part of the discussion to a historical survey of the causes of the phenomenon and its problematic consequences, paying attention to the responses that the policy has tried to provide for the regulation of migration, or to curb its scope. In the first part of this work, the contexts of arrival and the system of first reception of migrants will be exposed, highlighting the close relationship that binds them to the cities. The discussion will then move to the analysis of the theme of housing, seen from the dual perspective of rights, on the one hand, but also of discomfort, where the welfare system fails to guarantee its effectiveness. Some models of integration experimented in an international context will then be presented, in order to frame the objective of the research. The last part of the presentation will focus, finally, on the search for concrete answers to the problems that today hinder the full integration of migrants in European societies, through the examination of European case studies and an international case study.
Uno dei temi più attuali nel dibattito contemporaneo è sicuramente quello che concerne il fenomeno migratorio verso l’Europa, non solo per la sua rilevanza sul piano quantitativo, ma anche per le problematiche che comporta, di carattere politico, economico e sociale. Oggetto della seguente trattazione è la disamina delle problematiche che il fenomeno migratorio genera sul piano abitativo e delle concrete misure attuabili dagli attori per la fornitura di una soluzione abitativa adeguata secondo la scala edilizia, la scala sociale e la scala urbana, per una rinnovata visione dell’architettura quale veicolo di un nuovo modello di accoglienza ed integrazione dei migranti. Il focus del presente lavoro di ricerca è stato, in particolare, posto sull’individuare le migliori misure pratiche per l’accoglienza e l’integrazione dei migranti attraverso la disamina di progetti incidenti sulla scala edilizia, sulla scala sociale e/o sulla scala urbana, in modo tale che il migrante, partendo dalla dimensione prettamente abitativa fino alla dimensione sociale e urbana, possa contare su un sistema in grado di accompagnarlo dal primo arrivo fino ad una prospettiva di definitivo inserimento nella struttura della società d’arrivo. A fini di completezza, è sembrato opportuno, in primo luogo, dedicare una prima parte della trattazione ad una ricognizione storica delle cause del fenomeno e delle sue conseguenze problematiche, prestando attenzione anche alle risposte che la politica ha cercato di fornire per la regolazione delle migrazioni, ovvero per frenarne la portata. Sempre nella prima parte del presente lavoro si esporranno i contesti di arrivo ed il sistema di prima accoglienza dei migranti, mettendo in evidenza lo stretto rapporto che lega questi ultimi alle città. La trattazione si sposterà, quindi, sull’analisi del tema dell’abitare, visto nella duplice ottica di diritto, da un lato, ma anche di disagio, laddove il sistema del Welfare non riesca a garantirne l’efficacia. Si esporranno quindi alcuni modelli di integrazione sperimentati in ambito internazionale, allo scopo di inquadrare l’obiettivo della ricerca. L’ultima parte dell’esposizione si concentrerà, infine, sulla ricerca di risposte concrete alle problematiche che ostacolano oggi la piena integrazione dei migranti nelle società europee, attraverso la disamina di casi studio europei e un caso studio internazionale.
