Creation of a technical office for a healthcare facility - Case of Mvimwa Health Center, Tanzania

The presence of a technical office is pivotal to the proper management of a building in many respects, as it allows the control and organisation of the building’s activities and ensures its compliance with current laws and standards. More generally, it implements all those activities that fall under the discipline of facility management. Aware of the importance of limiting the degradation of a building and thus ensuring its functionality and safety, the main objective of our thesis work is to provide the guidelines for the creation of a technical office capable of managing a healthcare facility in Tanzania: the Mvimwa Health Center. Therefore, supporting the literature analysed in this regard, we conducted analyses, research and interviews with specialists in the sector, both in Italy and in Tanzania. In particular, our month-long stay at the Mvimwa Monastery allowed us to collect information and necessary documents from which we could start formulating proposals useful to the Monastery and implementing the management practices of the analysed buildings. Moreover, our inspection also revealed some problems with the organisation of the spaces and functions of the Health Center buildings. Consequently, a further objective of our work is to define the functions and spaces required for the development of the Infant-Maternal department, with a focus on the creation of a new functional layout, referencing Italian regulations. Although this thesis focused exclusively on two buildings in the Mvimwa Health Center complex as a case study, the ultimate goal is for this work to serve as a guideline for establishing a modus operandi that will define the procedures to follow for creating a technical office and applying facility management practices, so ensuring that the entire Mvimwa Monastery complex can be optimally and functionally managed in the future.

La presenza di un ufficio tecnico è fondamentale per la corretta gestione di un edificio sotto tanti punti di vista, in quanto permette di controllare e organizzare le attività dello stesso e ne assicura la conformità a leggi e standard vigenti. Più in generale, mette in pratica tutte quelle attività che vengono racchiuse sotto la disciplina del facility management. Avendo come punti fermi la necessità e l’importanza di limitare il deterioramento di un edificio e garantirne quindi la funzionalità e la sicurezza, l’obiettivo principale del nostro lavoro di tesi è proprio quello di offrire le coordinate per la realizzazione di un ufficio tecnico capace di gestire una health facility presente nel territorio della Tanzania: il Mvimwa Health Center. Quindi a verifica della letteratura analizzata a riguardo, abbiamo condotto analisi, ricerche e interviste con degli specialisti del settore, sia in Italia, sia in Tanzania. In particolare, il nostro mese di permanenza presso il Monastero di Mvimwa ci ha permesso di ottenere informazioni e documenti necessari da cui poter partire per la formulazione di proposte utili al Monastero e per la realizzazione delle pratiche di gestione degli edifici presi in analisi. Inoltre, il nostro sopralluogo ha evidenziato anche alcune problematicità riguardo l’organizzazione degli spazi e delle funzioni degli edifici dell’Health Center. Di conseguenza un ulteriore nostro obiettivo è quello di definire le funzioni e gli spazi necessari per lo sviluppo del dipartimento materno-infantile, con focus sulla creazione di un nuovo layout funzionale, facendo riferimento alle normative italiane. Anche se questa tesi si concentra esclusivamente su due edifici del complesso sanitario di Mvimwa, il fine ultimo però è che il lavoro possa essere utile per la definizione di un modus operandi che definisca le procedure da seguire per la realizzazione di un ufficio tecnico, applicando le pratiche di facility management, così che sia possibile, in futuro, gestire in modo ottimale e funzionale l’intero complesso del Monastero di Mvimwa.
