This work investigates how a territory closely tied to the presence of a river can leverage its opportunities to structure an integrated urban vision. The context involves eight municipalities along the Adda River, in the southern part of the Parco Adda Nord, from Trezzo to Truccazzano. These territories' identities are strongly connected to the Adda and its branches. However, territorial fragmentation hinders an integrated management of the ecosystem. The situation is aggravated by a sectoral approach, where natural elements are not related to urban settlement and infrastructural dynamics, and vice versa. Regional and provincial planning highlights a hierarchical approach that prioritizes administrative boundaries, limiting a comprehensive vision with development ideas far from a multi-thematic perspective. Planning among municipalities, on the other hand, shows a lack of recognition of shared characteristics, with fragmented and different evolutionary strategies in the management of natural and human elements. Given the typical characteristics of past and current planning, this area presents an opportunity to experiment with a new planning approach. This new process will integrate various systems and infrastructures, focusing on recognizing the river as the central organizing feature. The river will serve as the foundation for creating new geographical structures. Through the study of five mindful design approaches, the analysis of virtuous case studies, and an in-depth evaluation of territorial characteristics, the Thesis proposes an integrated planning model that enhances local peculiarities and promotes sustainable and resilient development of the territories along the southern part of the Adda North Park. The final proposal envisions the construction of a Strategic Agenda with five guidelines: i. make the river an element of structure and integration; ii. build a continuous environmental system: pursue ecological performance; iii. improve pathways and accessibility: counteract discontinuity and trivialization; iv. coordinate centralities and the network of services; v. promote and share identity characteristics. These strategies support inter-municipal planning, emphasizing concepts of multi-scale, cross-disciplinary themes, and multi-stakeholder involvement. Despite the complexity of the challenges, the approach promotes the preservation of the landscape and urban areas, as well as an improvement in economic competitiveness and quality of life, effectively responding to rapid contemporary transformations. The proposal opens up numerous possibilities for urban development, helping various stakeholders to adopt an integrated and shared vision of the Adda territory.
Questo lavoro indaga come un territorio strettamente legato alla presenza del fiume possa coglierne le opportunità per strutturare una visione urbanistica integrata. Il contesto di riferimento riguarda otto comuni situati lungo il fiume Adda, nel tratto meridionale del Parco Adda Nord, da Trezzo a Truccazzano. L’identità di questi territori è fortemente connessa all’Adda e alle sue diramazioni, tuttavia, dinamiche di frammentazione territoriale ostacolano una gestione integrata dell’ecosistema. Ad aggravare la situazione per il manifestarsi di un approccio settoriale, gli elementi naturali non trovano nessuna relazione con le dinamiche insediative e infrastrutturali urbane e viceversa. La pianificazione regionale e provinciale evidenzia un approccio gerarchico che privilegia i confini amministrativi, limitando una visione comprensiva, con idee di sviluppo lontane da una visione multitematica. La pianificazione tra comuni, invece, mostra un mancato riconoscimento delle caratteristiche condivise, con strategie evolutive frammentate e differenti nella gestione di elementi naturali e antropici. Questo territorio a fronte di caratteristiche che erano tipiche della pianificazione passata e in parte contemporanea, offre quindi un’opportunità per sperimentare un nuovo processo di pianificazione basato sull’integrazione di diversi sistemi e infrastrutture, puntando sul riconoscimento del fiume come spina territoriale organizzativa di questo processo e quindi elemento su cui costruire nuove geografie. Attraverso lo studio di cinque approcci di progettazione consapevole, l’analisi di casi studio virtuosi e un’approfondita valutazione di caratteri territoriali, la Tesi propone un modello di pianificazione integrata che valorizza le peculiarità locali e favorisce uno sviluppo sostenibile e resiliente dei territori lungo l’Adda nell’ambito meridionale del Parco Adda Nord. La proposta finale prevede dunque la costruzione di un’Agenda Strategica con cinque linee guida: i. fare del fiume un elemento di struttura e integrazione; ii. costruire un sistema ambientale continuo: perseguire la prestazione ecologica; iii. curare percorsi e accessibilità: contro discontinuità e banalizzazione; iv. coordinare le centralità e la trama di servizi; v. promuovere e condividere i caratteri identitari. Queste strategie supportano la pianificazione intercomunale, enfatizzando concetti di multiscalarità, trasversalità delle tematiche e multiattorialità. Nonostante le complessità delle sfide, l’approccio favorisce la preservazione del paesaggio e delle aree urbane, oltre ad un miglioramento della competitività economica e della qualità di vita, rispondendo efficacemente alle rapide trasformazioni contemporanee. La proposta apre a numerose possibilità di sviluppo urbanistico aiutando i diversi attori ad intraprendere una visione integrata e condivisa del territorio dell’Adda.
