Challenges of New Belgrade's Blocks: Strategies for Mass Housing Revitalization in a Post-Socialist City

The master’s thesis investigates the possibility of the socialist housing legacy to adapt to the contemporary way of life in post-socialist Belgrade. It contributes to the discourse on post-socialist urban transformation, offering design strategies that bridge the gap between historical architectural paradigms and the necessity of present-day urban living. It underscores the potential for adaptive reuse of socialist mass housing as a sustainable and culturally resonant solution to con temporary housing challenges in Belgrade. Through the initial investigation of the historical context in which housing in Belgrade developed from the beginning of the 20th century to the present day, the paper emphasizes important changes in ideologies and social arrangements that undoubtedly greatly influenced the needs, desires, and lifestyles of its inhabitants. Today with the changing society and system, as well as the current culture of investor (profit-driven) construction or illegal practices, the mass housing of socialism remains unjustly on the mar gins, left to decay over time. With the help of analysis, questionnaires, and tes timonies of the inhabitants of the New Belgrade blocks, this thesis defines how the needs, the culture of living, and the use of common spaces in the blocks have changed, as well as the attempts of the inhabitants to adapt their spaces. After observing the past and present transformations that such settlements have gone through, the thesis delves deeper into the potential for their renewal through understanding and emphasizing the cultural and architectural value they have as well as successful regeneration practices. The thesis aims to propose strategies and verify possibilities for the reconstruction of mass housing of various typolo gies through testing at specific locations in New Belgrade.

La tesi indaga la possibilità dell’eredità abitativa socialista di adattarsi allo stile di vita contemporaneo nella Belgrado post-socialista. Contribuisce al discorso sulla trasformazione urbana post-socialista, offrendo strategie di progettazione che colmano lo distacco tra i paradigmi architettonici storici e le necessità della vita urbana odierna. La tesi sottolinea il potenziale del riutilizzo adattivo delle abi tazioni di massa socialiste come soluzione sostenibile e culturalmente risonante alle sfide abitative contemporanee a Belgrado. Attraverso una prima ricerca del contesto storico in cui si è sviluppata l’edilizia abitativa a Belgrado dagli inizi del XX secolo fino ad oggi, il contributo mette a fuoco i cambiamenti importanti nelle ideologie e negli assetti sociali che senza dubbio hanno fortemente influenzato i bisogni, i desideri e gli stili di vita degli abitanti. Al giorno d’oggi, con il cambia mento della società e del sistema, così come con l’attuale cultura della costruz ione da parte degli investitori (orientata al profitto) o delle pratiche illegali, l’edilizia di massa del socialismo rimane ingiustamente ai margini, lasciata a decadere nel tempo. Insieme all’analisi, questionari e testimonianze degli abitanti degli isolati di Nuova Belgrado, questa tesi definisce come sono cambiati i bisogni, la cultura dell’abitare e l’uso degli spazi comuni negli isolati, nonché i tentativi di abitanti ad adattare i propri spazi. Dopo aver osservato le trasformazioni passate e pre senti che tali insediamenti hanno attraversato, la tesi approfondisce il potenziale del loro rinnovamento attraverso la comprensione e l’enfatizzazione del valore culturale e architettonico che hanno, nonché delle pratiche di rigenerazione di successo.
