Metropolitan areas across the United States have been experiencing rising housing costs and affordable housing shortages over the last two decades, in part as a result of cuts to federal subsidies, growing metropolitan populations, and rising construction costs. In many growing jurisdictions, including Fairfax County, Virginia, affordable housing policies are inadequate for the levels of affordable housing development needed to support future growth. Housing affordability is essential for environmental sustainability, business diversity, and social equity in the county. Densification emerges as an important, sustainable planning mechanism for the future, but is challenging in the suburban context of Fairfax County. This research investigates how local housing and planning policy tools can be used to increase affordable housing while orienting suburban densification in Fairfax County, Virginia. Affordable housing policy challenges and potential planning and policy strategies are explored through an analysis of case studies and interviews with informed local actors. Three categories of policy challenges are identified as being the most critical in the county: (1) Complexity, (2) Funding, and (3) Density. Within these categories, the most suitable affordable housing planning and policy tools and their specific mechanisms for county application are proposed. The results of the research provide policy-makers in Fairfax County and in other expanding, suburban counties with fundamental policy strategies for addressing critical affordable housing challenges in a feasible and sustainable way.
Negli ultimi due decenni le aree metropolitane degli Stati Uniti hanno registrato un aumento dei costi abitativi e una carenza di alloggi a prezzi accessibili, in parte a causa dei tagli ai sussidi federali, della crescita della popolazione metropolitana e dell’aumento dei costi di costruzione.
