This thesis is a collection of three papers investigating the role of Social Impact Measurement (SIM) within Public-Private Partnership (PPPs). The overarching aim is to explore whether and how SIM can serve as a strategic infrastructure for enhancing the capacity of these contracts to generate social impact and public value. My research project has employed diverse methodological approaches: • A systematic literature review to explore the functions of and approaches to SIM within the context of PPPs. • A realist evaluation approach, utilizing a multiple case-study design and qualitative methods to delve into the relational implications of SIM in PPPs. • A process-tracing methodology to build and validate a SIM framework composed of principles that can support the alignment of PPP actors and the fulfillment of contractual arrangements, thus insuring the generation of social impact and public value. This dissertation presents several findings. Firstly, it suggests that embedding SIM within collaborative contracts between public and private entities, conducted ex-ante and overseen by independent bodies or organizations, could enhance the credibility and objectivity of PPPs. This, in turn, fosters trust in the partnerships and equips actors to effectively manage the expectations of both collaborators and citizens. Secondly, this thesis supports the idea that opportunistic behavior and other relational challenges could be mitigated through the strategic utilization of SIM as a management tool, coupled with knowledge transfer between the partners. The findings suggest that integrating SIM into PPPs, particularly when conducted ex-ante and linked to contractual agreements, can serve as a mechanism to ensure alignment of objectives, and activates positive relationships between public and private actors. Lastly, this thesis suggests that adhering to specific principles in SIM implementation could effectively align stakeholders with the goals of the partnership and ensure the fulfillment of pre-established contractual obligations. While financial incentives may be incorporated into SIM, it is crucial that SIM is conducted independently. Additionally, SIM should encompass participatory methodologies and facilitate stakeholder knowledge and skill exchange.
Questa tesi è una raccolta di tre articoli che investigano il ruolo della Misurazione dell'Impatto Sociale (SIM) all'interno dei Partenariati Pubblico-Privati (PPP). L'obiettivo principale è esplorare se e come la SIM possa servire come infrastruttura strategica per potenziare la capacità di questi contratti di generare impatto sociale e valore pubblico. Il mio progetto di ricerca ha impiegato diversi approcci metodologici: • Una revisione sistematica della letteratura per esplorare le funzioni e gli approcci della SIM nel contesto dei PPP. • Un approccio di valutazione realista, utilizzando un disegno di studio di caso multiplo e metodi qualitativi per approfondire le implicazioni relazionali della SIM nei PPP. • Una metodologia process tracing per costruire e convalidare un quadro di SIM composto da principi che possono supportare l'allineamento degli attori dei PPP e l'adempimento degli accordi contrattuali, garantendo così la generazione di impatto sociale e valore pubblico. Questa tesi presenta diversi risultati. In primo luogo, suggerisce che l'integrazione della SIM all'interno dei contratti collaborativi tra enti pubblici e privati, condotta ex-ante e supervisionata da organismi o organizzazioni indipendenti, potrebbe aumentare la credibilità e l'obiettività dei PPP. Ciò, a sua volta, favorisce la fiducia nei partenariati e fornisce agli attori gli strumenti per gestire efficacemente le aspettative di collaboratori e cittadini.
