This report was produced as part of an internship with a French energy performance consulting firm called ROZO. As described later in this document, ROZO's consultancy activity is essentially based on expertise in French energy efficiency regulations, which in turn derive from European regulations. The experience gained during this internship will be used to corroborate the case study of France in relation to the implementation of the Energy Efficiency Directive. The primary objective of this report is to present a comprehensive case study that illustrates the implementation of the Energy Efficiency Directive (EED) within a specific country in the European Union. To achieve this, the report will first provide an overview of the legislative framework established at the European level, laying the groundwork for understanding how the EED operates across member states. Following this broad introduction, the report will delve into the French case and more detailed examples, drawing particularly on insights and experiences gained during the internship. Initially, the report will outline the general structure and scope of the EED, discussing its overarching effects and influence throughout Europe. After establishing this context, the focus will shift to a closer examination of Articles 7 and 8 of the EED. These sections are crucial as they address the mechanisms of Energy Savings Certificates and outline energy efficiency measures, such as the implementation of ISO 50001. The analysis will be particularly centered on how these provisions are applied in France, with specific reference to the practices and experiences of French companies that were engaged during the course of the internship. At the end of each section, an analysis of the financing scheme and the standard will be carried out to report on the progress made by the DEE and future challenges in France specifically.
Il presente rapporto è stato redatto nell'ambito di uno stage presso una società francese di consulenza in materia di rendimento energetico chiamata ROZO. Come descritto più avanti in questo documento, l'attività di consulenza di ROZO si basa essenzialmente sull'esperienza nelle normative francesi sull'efficienza energetica, che a loro volta derivano dalle normative europee. L'esperienza acquisita durante questo stage sarà utilizzata per corroborare il caso di studio della Francia in relazione all'attuazione della Direttiva sull'efficienza energetica. L'obiettivo primario di questa relazione è presentare un caso di studio completo che illustri l'attuazione della Direttiva sull'efficienza energetica (EED) all'interno di uno specifico Paese dell'Unione Europea. Per raggiungere questo obiettivo, il rapporto fornirà innanzitutto una panoramica del quadro legislativo stabilito a livello europeo, gettando le basi per la comprensione del funzionamento della EED nei vari Stati membri. Dopo questa ampia introduzione, la relazione si addentrerà nel caso francese e in esempi più dettagliati, attingendo in particolare alle intuizioni e alle esperienze acquisite durante lo stage. Inizialmente, la relazione delineerà la struttura generale e la portata della Ced, discutendo i suoi effetti generali e la sua influenza in tutta Europa. Dopo aver stabilito questo contesto, l'attenzione si sposterà su un esame più approfondito degli articoli 7 e 8 della EED. Queste sezioni sono cruciali in quanto trattano i meccanismi dei Certificati di Risparmio Energetico e delineano le misure di efficienza energetica, come l'implementazione della ISO 50001. L'analisi sarà particolarmente incentrata su come queste disposizioni vengono applicate in Francia, con specifico riferimento alle pratiche e alle esperienze delle aziende francesi che sono state coinvolte nel corso dello stage.
