This thesis deals with the role of European Funding in boosting sustainable economic growth in Greece through the preservation and promotion of cultural heritage. Cultural Heritage is an important element of human identity and community cohesion which maintains a sense of continuity with the past. However, it can be leveraged also as a crucial contributor to economic development, especially in regions with enhanced tourist activity. Europe, recognized Cultural Heritage as the 4rth pillar of Sustainable Development highlighted its role in supporting tourism, revitalizing urban and rural areas, and fostering social inclusion. Greece, one of the birth nations of Western civilization, can have unparalleled opportunities but also challenges in utilizing its historic, national assets for sustainable economic growth, especially in the aftermath of its prolonged economic crisis. Our study is focused on two critical European funding periods: 2007–2013 and 2014–2020, during which the nation experienced substantial fluctuations in its economy. During these timeframes, Greece received significant support from EU Structural Funds and Cohesion Policy for cultural projects. These investments aimed to protect and promote the country’s historical sites, increase cultural tourism and insert the sector into regional development plans. By investigating how Greece utilized and managed these resources, we aspire to highlight the potential of cultural heritage as a force for sustainable growth. By using a mixed-method approach combining literature review, quantitative data analysis, and qualitative case studies, our research evaluates how cultural projects co - funded by the EU have influenced Greece's economic recovery, employment, and regional development. This thesis also uncovers challenges and related “bad practices” such as over-tourism, climate change, and limited national funding, which hold back the full economic potential of cultural heritage. Finally, our research assesses the policy implications adopted and provides recommendations for optimizing the use of European funds to enhance cultural heritage’s role in Greece’s sustainable future.
Questa tesi affronta il ruolo dei finanziamenti europei nel promuovere la crescita economica sostenibile in Grecia attraverso la conservazione e la valorizzazione del patrimonio culturale. Il patrimonio culturale è un elemento importante dell'identità umana e della coesione comunitaria, che mantiene un senso di continuità con il passato. Tuttavia, può essere anche sfruttato come contributo fondamentale per lo sviluppo economico, soprattutto nelle regioni con un’elevata attività turistica. L'Europa ha riconosciuto il patrimonio culturale come il quarto pilastro dello sviluppo sostenibile, mettendo in luce il suo ruolo nel supporto al turismo, nella rivitalizzazione delle aree urbane e rurali e nella promozione dell'inclusione sociale. La Grecia, una delle terre d’origine della civiltà occidentale, possiede opportunità senza pari, ma anche sfide, per l’utilizzo del suo patrimonio storico e nazionale per una crescita economica sostenibile, specialmente a seguito della sua lunga crisi economica. Il nostro studio si concentra su due periodi critici di finanziamento europeo: 2007–2013 e 2014–2020, durante i quali il paese ha vissuto forti fluttuazioni economiche. In questi periodi, la Grecia ha ricevuto un notevole supporto dai Fondi strutturali dell'UE e dalla Politica di coesione per progetti culturali. Questi investimenti miravano a proteggere e promuovere i siti storici del paese, incrementare il turismo culturale e inserire il settore nei piani di sviluppo regionale. Analizzando come la Grecia ha utilizzato e gestito queste risorse, puntiamo a mettere in evidenza il potenziale del patrimonio culturale come forza di crescita sostenibile. Attraverso un approccio metodologico misto che combina la revisione della letteratura, l'analisi quantitativa dei dati e studi di casi qualitativi, la nostra ricerca valuta come i progetti culturali cofinanziati dall'UE abbiano influenzato la ripresa economica, l’occupazione e lo sviluppo regionale della Grecia. Questa tesi individua anche sfide e “cattive pratiche” correlate, come l'overtourism, il cambiamento climatico e il limitato finanziamento nazionale, che frenano il pieno potenziale economico del patrimonio culturale. Infine, la nostra ricerca analizza le politiche adottate e fornisce raccomandazioni per ottimizzare l'uso dei fondi europei, al fine di rafforzare il ruolo del patrimonio culturale nel futuro sostenibile della Grecia.
