The purpose of the thesis is to analyze the impact of national funding on municipalities falling within the classification of "inland areas" and their real estate. These localities, due to several geographical, demographic and socio-economic factors, suffer from marginalization compared with the large centers, and this condition indirectly affects the built environment. The dynamics of depopulation, resulting in an increase in the number of empty dwellings, ageing populations, with an increase in the demand for care and health facilities, emigration which deprives resources and human capital of economic development; and finally, the hydrogeological and seismic risk expose inland areas to a high risk of abandonment in all respects. In addition, some recent reports (2024) on a regional basis suggest that the depopulation process of some municipalities is irreversible. Starting from a framing of the theme and the observation of similar experiences in Europe, we will review the main interventions at different scales (national, regional and municipal); then analyzing the effectiveness of funding from the National Strategy for Inland Areas 2014-2020 in selected municipalities and comparing them with other projects, an attempt will be made to provide a comprehensive assessment of the effectiveness of all policies adopted so far and to identify critical elements for future planning.
Lo scopo dell’elaborato è quello di analizzare l’impatto dei finanziamenti sui comuni rientranti nella classificazione delle “aree interne” e sul loro patrimonio immobiliare. Tali località, per una serie di fattori geografici, demografici e socioeconomici, soffrono di marginalizzazione rispetto ai grandi centri, e di questa condizione ne risente indirettamente anche il costruito. Le dinamiche di spopolamento, con conseguente aumento del numero di alloggi sfitti, di invecchiamento della popolazione, con un aumento della domanda di strutture assistenziali e sanitarie, l’emigrazione che sottrae risorse e capitale umano allo sviluppo economico e, infine, il rischio idrogeologico e sismico, espongono le aree interne ad un forte rischio di abbandono, sotto tutti i punti di vista. Inoltre, alcuni recenti report (2024) su base regionale considerano già irreversibile il processo di spopolamento di alcuni comuni. Partendo da un inquadramento del tema e dall’osservazione di esperienze simili in ambito europeo, si passeranno in rassegna i principali interventi alle diverse scale (nazionale, regionale e comunale); analizzando poi l’efficacia dei finanziamenti della Strategia Nazionale aree interne 2014-2020 nei comuni selezionati e comparandoli con altri progetti, si cercherà di fornire una valutazione complessiva circa l’efficacia dell’insieme delle politiche fin qui adottate e di individuare elementi di criticità da considerare per le future pianificazioni.
