This research thesis focuses on social outcomes contracting, an innovative approach in the fields of Social Innovation and Impact Finance. More specifically, the research focuses on the application of Outcome-Based Contracts (OBCs) and Social Impact Bonds (SIBs) to the Italian context. The work is divided into several sections, at first, an introduction to the history of these instruments is provided, delving into the New Public Management (NPM) and post– NPM reforms of the 1980s. Subsequently, a brief overview of the present Italian context is presented. The introduction to the thesis leads us to the literature review, in which we overview the key concepts that lead to the two research questions investigating the main barriers to the application of these contracts in Italy. The research questions are answered using a survey administered to public entities across the Italian territory. The results of our research show that regarding a possible application of outcome- based instruments, the Italian public sector mainly lacks the necessary skills which can be addressed by nation-wide capacity building initiatives, as well as crucial infrastructure regarding storage of important data for the contract management and implementation. Nonetheless, the application of OBCs and OBIs can increase the efficiency and efficacy of public intervention in Italy.
Questa tesi di ricerca si concentra sul Social Outcomes Contracting, un approccio innovativo nel campo dell'innovazione sociale e della finanza d'impatto. Nello specifico, la ricerca si concentra sull'applicazione degli Outcome-Based Contracts (OBC) e dei Social Impact Bonds (SIB) al contesto italiano. Il lavoro è suddiviso in diverse sezioni: in un primo momento, viene fornita un'introduzione alla storia di questi strumenti, approfondendo le riforme del New Public Management (NPM) e del post-NPM del 1980. Successivamente, viene presentata una breve panoramica dell'attuale contesto italiano. L'introduzione alla tesi ci porta alla revisione della letteratura, in cui si riassumono i concetti chiave che portano alle due domande di ricerca che indagano le principali barriere all'applicazione di questi contratti in Italia. Le domande di ricerca trovano risposta in un sondaggio somministrato a enti pubblici su tutto il territorio italiano. I risultati della nostra ricerca mostrano che, per quanto riguarda la possibile applicazione di strumenti basati sui risultati, al settore pubblico italiano mancano le principali competenze necessarie all'applicazione di questi contratti, queste lacune possono essere affrontate con iniziative di capacity building a livello nazionale. Inoltre, c'è anche una mancanza di infrastrutture cruciali per quanto riguarda l'archiviazione di dati fondamentali per la gestione e l'attuazione dei contratti. Tuttavia, l'applicazione di OBC e OBI può aumentare l'efficienza e l'efficacia dell'intervento pubblico in Italia.
