Active citizen engagement in smart cities: overview and evaluation framework of projects

Smart cities nowadays have become an increasingly important topic, and in this context, in recent years, citizen engagement is increasing its relevance. This approach changes the way public administration manages the initiatives implemented, generating new and important benefits. In particular, the emphasis has been placed on active citizen engagement projects, which are the focus of this thesis, because, compared to other types of initiatives in which the citizen was involved, in active projects residents can have a real impact on the decisions being made, also being able to influence the overall outcomes. Putting citizens at the center of activities foster their active engagement, allowing them to provide different perspectives and positively influence decisions and outcomes, improving project effectiveness. This thesis aims to analyze the current state of active citizen engagement initiatives. To do so, a census of these projects was conducted through secondary sources, in which characteristics such as progress state, application area, and some variables related to active engagement were identified and analyzed. In addition, starting from the census conducted an evaluation framework, called the “Citizen Engagement Matrix,” was developed based on two variables: phases and degrees of engagement, through which it was possible to identify the most effective combination for an active engagement and to classify projects within the four quadrants of the Matrix. These four clusters are: “Project Tester,” “Project Contributor,” “Project Advisor,” and “Project Innovator.”

Le smart city sono diventate un tema sempre più importante e in questo contesto, negli ultimi anni, il coinvolgimento dei cittadini sta aumentando la sua rilevanza. Questo approccio cambia il modo in cui la pubblica amministrazione gestisce le iniziative realizzate, generando nuovi e importanti benefici. In particolare, l’attenzione è stata posta sui progetti di coinvolgimento attivo dei cittadini, che sono al centro di questa tesi, perché, rispetto ad altri tipi di iniziative in cui il cittadino viene coinvolto, nei progetti attivi i cittadini possono avere un impatto reale sulle decisioni che vengono prese, potendo anche influenzare i risultati complessivi. Mettere i cittadini al centro delle attività favorisce il loro coinvolgimento attivo, consentendo loro di fornire prospettive diverse e di influenzare positivamente le decisioni e i risultati, migliorando l'efficacia del progetto. Questa tesi si propone di analizzare lo stato attuale delle iniziative di coinvolgimento attivo dei cittadini. Per farlo, è stato condotto un censimento di questi progetti attraverso fonti secondarie, in cui sono state identificate e analizzate caratteristiche come lo stato di avanzamento, l'area di applicazione e alcune variabili relative al coinvolgimento attivo. Inoltre, a partire dal censimento condotto è stato sviluppato un framework di valutazione, chiamato “Citizen Engagement Matrix”, basato su due variabili: fasi e gradi di coinvolgimento, attraverso il quale è stato possibile identificare la combinazione più efficace per un coinvolgimento attivo e classificare i progetti all'interno dei quattro quadranti della Matrice. Questi quattro clusters sono: “Project Tester,” “Project Contributor,” “Project Advisor,” and “Project Innovator”.
