The Province of Sondrio (Italy) and the Canton of Grisons (Switzerland) are border regions which have strong orographic and natural similarities and a common historical past. Both of them are defined as “peripheral and mountainous” since they are located far away from big urban centers and because most of their surface is sited at 600 meters or more above the sea level. Nowadays these features imply some disadvantages for those who live there: depopulation, aging population, urbanization of the valley floor, strong internal development disparities, etc. A policy tool used to foster a more balanced development in borders regions are the Interreg A programs supported by EU Structural Funds. The study investigates those Interreg A projects carried out by the Province of Sondrio and the Canton of Grisons during the periods 2000 – 2006 (IIIA) and 2007 – 2013 (IVA). The purpose of the thesis is to evaluate if Interreg A represents development opportunities for the chosen cross-border region. Firstly, using theoretical contributions, characteristics of alpine regions are described to point out the general territorial trends and after the EU Cohesion Policy is presented in order to introduce the Interreg A programs. Secondly the historical relations between the Province of Sondrio and the Canton of Grisons are briefly shown to underline the social and cultural commonalities. Thirdly models of spatial development of the last century have been described for both regions and then a recent economic description has been made to show the significant socio-economic disparities. Finally the IIIA and IVA periods have been analyzed both quantitatively and qualitatively using data, case studies and interviews. According to the author’s interpretation the cross-border cooperation is not so much between the Province of Sondrio and the Canton of Grisons but above all between their respective actually bordering valleys. Moreover it has been pointed out that the projects are strongly focused on tourism hence for visitors and those few that work in this sector; but in this way they neglect dangerously the whole resident population.
La Provincia di Sondrio (IT) ed il Canton Grigioni (CH) sono regioni confinanti che presentano forti similitudini orografiche e naturali ed un passato storico comune. Entrambe sono definite “periferiche e di montagna” poiché lontane da grandi agglomerazioni urbane e perché site in gran parte oltre i seicento metri s.l.m. Tal condizioni implicano oggi una serie di fenomeni svantaggiosi per la qualità della vita in queste zone: spopolamento, invecchiamento della popolazione, urbanizzazione dei fondovalle, forti disparità territoriali di sviluppo interne, ecc. Uno strumento politico–finanziario utilizzato al fine di favorire nelle regioni transfrontaliere europee uno sviluppo più equilibrato e relazionato al territorio sono i programmi Interreg A della Politica di Coesione dell’UE. Il lavoro di tesi indaga quindi sugli Interreg A realizzati tra Provincia di Sondrio e Canton Grigioni nelle stagioni IIIA 2000 – 2006 e IVA 2007 – 2013. Lo scopo dello studio è quello di valutare se questi rappresentano delle opportunità di sviluppo per un’area alpina come quella presa in esame. La tesi inizialmente esplora le tendenze e le caratteristiche generali di aree alpine mediante contribuiti teorici e successivamente presenta gli strumenti Interreg A. Secondariamente tratteggia i rapporti storici di Provincia di Sondrio e Canton Grigioni al fine di descrivere il percorso di sviluppo culturale dell’area transfrontaliera, dall’antichità fino ad oggi. Poi esamina approfonditamente i modelli di sviluppo territoriale delle due regioni tra la fine dell’Ottocento ed i giorni nostri presentandone anche una descrizione socio-economica odierna. Infine, le stagioni Interreg IIIA e IVA delle regioni scelte vengono esaminate sia quantitativamente che qualitativamente mediante dati, casi studio ed interviste. Il lavoro di tesi ha evidenziato che la cooperazione transfrontaliera non riguarda tanto la Provincia di Sondrio ed il Canton Grigioni, ma piuttosto le valli di questi territori che sono effettivamente confinanti. Inoltre, è stato messo in luce che i progetti sono fortemente incentrati sul settore turistico, trascurando dannosamente l’opportunità di realizzare interventi più direttamente destinati a tutti gli abitanti.
