The metropolitan city of Milan, with its constant and ongoing development, identifies, through plans and programs, the strategies and objectives to be pursued in the cultural, social, economic and environmental sustainability sectors. The municipality of Milan is focusing on the regeneration of urban voids, which present great opportunities for hosting new urban functions that the city needs. The numerous disused railway stations in Milan have become an opportunity to reconnect the territory and serve as the cornerstones of an extensive process of widespread urban regeneration. Among these is the area of the former Porta Vittoria railway yard, which has been involved since the early 2000s in a competition for the creation of the new European Library of Information and Culture. This area was later the subject of a new call for proposals in 2022, which serves as the reference for this thesis, aiming to create a new cultural forum to integrate into the territorial library system. Moving away from the traditional concept of the library as a mere "container of books," the aim is to create a learning space that incorporates new technologies and collaborative environments, where the focus shifts from the book to the user. The building is designed as a place to linger, socialize, learn and experiment, but also as a safe, comfortable and inclusive environment, capable of hosting various functions and satisfying the different needs of its users. Starting from preliminary analysis, the state of the art and a study of the context, it was possible to define a synergistic project in which architectural, engineering, structural, technological, and environmental choices communicate with each other with the goal of creating a sustainable, functional library that is open to the community.
La città metropolitana di Milano, con il suo costante e continuo sviluppo, identifica, tramite piani e programmi, le strategie e gli obiettivi da perseguire in ambito culturale, sociale, economico e della sostenibilità ambientale. Il comune milanese si indirizza verso la riqualificazione dei vuoti urbani che si presentano come grandi occasioni per ospitare le nuove funzioni urbane attrattive di cui la città ha bisogno. I numerosi scali ferroviari dismessi di Milano diventano l’opportunità per ricucire il territorio ed essere i capisaldi di un esteso processo di rigenerazione urbana diffusa. Tra questi vi è l’area dell’ex scalo ferroviario di Porta Vittoria, interessato già dai primi anni 2000 da un bando per la realizzazione della nuova Biblioteca Europea di Informazione e Cultura. Quest’area è stata successivamente interessata da un nuovo bando nel 2022, preso come riferimento in questa tesi per la realizzazione di un nuovo forum culturale che dovrà inserirsi nel sistema bibliotecario territoriale. Allontanandosi dalla concezione tradizionale della biblioteca come puro “contenitore di libri”, al fine di realizzare uno spazio di apprendimento che incorpori le nuove tecnologie e ambienti collaborativi, il focus si sposta dal libro all’utente. L’edificio viene concepito come un luogo in cui sostare, socializzare, apprendere e sperimentare, ma anche come un ambiente sicuro, confortevole e inclusivo, in grado di ospitare diverse funzioni e rispondere alle differenti esigenze dei fruitori. Partendo dalle analisi di conoscenza, stato dell’arte e studio del contesto, è stato possibile definire un progetto sinergico in cui le scelte architettoniche, ingegneristiche, strutturali, tecnologiche e ambientali comunicano tra loro con l’obiettivo di realizzare una biblioteca sostenibile, funzionale e aperta alla comunità.
