This dissertation explores the adoption of Open Innovation within Italian public organizations, aiming to understand how these entities implement Open Innovation processes. While originating in the private sector, Open Innovation is now increasingly adopted in the public sector, where it serves as a means to integrate external knowledge and establish collaborative networks to address complex challenges and enhance service delivery. Through a comprehensive literature review and semi-structured interviews with 16 Italian public and semi-public organizations, an I-I-D-O framework - Input, Implementation, Determinants, and Output - has been developed. This framework provides an integrated perspective on the entire adoption process of Open Innovation in the public sector, highlighting purposes, initiatives, involved actors, drivers, barriers, outcomes, and future plans. This study offers valuable theoretical insights by unifying the fragmented literature and providing a holistic view of Open Innovation within the specific context of the Italian public sector. Additionally, the model serves as a practical tool for practitioners to assess and refine their Open Innovation strategies, providing meaningful insights to support decision-making and ultimately leading to improved outcomes.
Questa tesi esplora l'adozione dell'Open Innovation nelle organizzazioni pubbliche italiane, con l'obiettivo di comprendere come queste entità implementino processi di Open Innovation. Sebbene originariamente nata nel settore privato, l'Open Innovation è ora sempre più adottata nel settore pubblico, dove funge da mezzo per integrare conoscenze esterne e stabilire collaborazioni per affrontare sfide complesse e migliorare l'erogazione dei servizi. Attraverso una revisione della letteratura e interviste semi-strutturate condotte con 16 organizzazioni pubbliche e semi-pubbliche italiane, è stato sviluppato un modello I-I-D-O - Input, Implementazione, Determinanti e Output. Questo modello fornisce una prospettiva integrata sull'intero processo di adozione dell'Open Innovation nel settore pubblico, evidenziando obiettivi, iniziative, attori coinvolti, fattori facilitanti, barriere, risultati e piani futuri. Questo studio offre preziose intuizioni teoriche, unificando la letteratura frammentata e fornendo una visione olistica dell'Open Innovation nel contesto specifico del settore pubblico italiano. Inoltre, il modello funge da strumento pratico per i professionisti per valutare e perfezionare le loro strategie di Open Innovation, offrendo spunti significativi a supporto del processo decisionale e portando infine a risultati migliori.
