This thesis presents a comprehensive strategy for integrating cultural heritage, sustainable tourism, and agricultural traditions in Azerbaijan's Seven Churches area, located in the Shaki-Zagatala region. The research addresses the challenge of developing historically significant sites while preserving their cultural authenticity and supporting local economic growth. Through detailed analysis of Azerbaijan's economic, demographic, and agricultural landscape, this study establishes the context for tourism development in the Shaki-Zagatala region. The research examines the region's strong agricultural sector, particularly in nut cultivation and beekeeping, alongside its emerging tourism potential and rich cultural heritage centered on the Seven Churches Monastery Complex, a significant example of Caucasian Albanian architecture. The study employs multiple analytical approaches, including economic indicators, location quotient analysis, and shift-share analysis, to understand regional specialization and growth patterns. Historical analysis of the Seven Churches Monastery Complex and related Caucasian Albanian religious sites provides crucial context for preservation and development strategies. Drawing from successful case studies in sustainable tourism development, the research proposes an integrated approach that connects urban and rural tourism experiences. The resulting strategy addresses key challenges through: • Preservation guidelines that respect the site's historical significance • Sustainable tourism infrastructure development • Integration of local agricultural traditions • Improved accessibility and visitor facilities • Community engagement and economic opportunity creation The findings demonstrate the feasibility of developing the Seven Churches area as a sustainable tourism destination while preserving its cultural heritage and supporting local communities. The proposed strategy emphasizes the importance of stakeholder cooperation and presents practical solutions for infrastructure development, preservation needs, and tourism management. This research contributes to the broader field of sustainable tourism development in historically significant rural areas, offering insights for policymakers, tourism developers, and cultural heritage professionals. The findings suggest that with careful planning and implementation, the Seven Churches area can become a model for sustainable cultural tourism development in Azerbaijan.
