Smart card adoption is growing rapidly in both public and private sectors, as companies and agencies look to strengthen their information security beyond increasingly inadequate information systems. In this information globalization era, smart cards are using in general purpose in daily activities by most of people. Since identity touches on many everyday activities, including air travel, banking, driving, obtaining medical services and accessing buildings and computer systems, it is crucial that identity information be kept secure in order to prevent crimes that can cause sizable security risks and financial losses. One of best way to secure data, easy to transact of data is to use a personalize smart card which can work on both online or offline situation. Smart card applications are written specifically for personalize according to companies security policies. For example, a Smart card might have a Java application that maintains a credit balance for buying food at a company cafeteria. Due to companies securities policies smart card personalization application framework is different. According to security policies ,smart card personalizing device like smart card printer are also fixed. When a company changes its policy, company has to buy a new application every time. For a large volume of card personalizing, it really critical for a company to handle such different personalization applications. There is not any stander smart card personalization application framework which support each and every type required security policies. On the other hand depending on the smart card types, personalization application is also different. We are introducing a global framework which will support this rapidly changing company security policies and different type of hardware like printing device at a time. This global framework wills also managing data logged to find out problems during personalizing smart cards.
