Beyond the rails: reusing an infrastructure to improve the Riviera dei Fiori public spaces

The relationship between infrastructure and landscapes is today an important key to understanding the physical, economic, and social transformations of local territories. Throughout the 20th century, mobility infrastructures, such as roads and highways, have traditionally crossed local territories and their landscapes. A prime example of this is the relationship that the Ligurian arc, and particularly the Riviera dei Fiori, has had with its infrastructures. Today, a different approach to this relationship—not only functional—between territories and infrastructures can perhaps be introduced by a specific focus on landscapes: the new landscapes of infrastructure, but also, and perhaps especially, the landscapes freed from now-obsolete infrastructures. The Riviera dei Fiori offers a moment of reflection that stems precisely from the obsolescence of the railway infrastructures in a context, that of Liguria, where urbanization has always had to contend with a particularly challenging geomorphological layout, which characterizes this narrow territory between the coast and the valleys behind it. Today, the railway line between the border town of Ventimiglia and the small municipality of Ospedaletti— a double-track line confined to a few meters near the coast—does not allow for the passage of new-generation trains. A large-scale project to move the railway line to the hillside above the existing settlements has therefore been under planning for some time. Starting from this primary issue, the reflection expands to encompass the entire mobility system that involves this area of the Ligurian region, highlighting how the transport network in the region favors the coastal road network running east-west, to the detriment of an increasingly isolated inland area, as well as a fragmented and underutilized slow mobility system. However, the relocation and burial of the railway line offers the possibility for the municipality of Bordighera to recover a role not only as a tourist center but also as a strategic node within the Riviera dei Fiori’s transportation network and the center of a vast system of settlements in the valleys. Is it possible to combine a new and efficient railway system with a landscape and public space project that gives citizens an opening onto the coast? Can the creation of a large system of public spaces and alternative routes promoting slow mobility be an instrument to fight the abandonment of small villages and the resulting demographic decline? The project "Beyond the Rails" merges large infrastructure projects promoted by the region with a specific focus on improving urban spaces, building a differentiated mobility network, and connecting collective spaces, creating a socio-cultural enrichment: a unique model that has the potential not only to improve a specific area but also to become an example for the Liguria region and, more generally, for coastal areas shaped by imposing infrastructures.

Il rapporto tra infrastrutture e paesaggi è oggi una chiave di lettura importante per comprendere le trasformazioni, fisiche economiche e sociali dei territori locali. Nel corso del Novecento le infrastrutture per la mobilità, strade e autostrade, hanno tradizionalmente scavalcato territori locali e i loro paesaggi. Esemplare da questo punto di vista è il rapporto che l’arco ligure e in particolare la Riviera dei Fiori ha intrattenuto con le proprie infrastrutture. Oggi una diversa attenzione alla relazione, non solo funzionale, tra territori e infrastrutture può forse essere introdotta da una attenzione specifica hai paesaggi: i nuovi paesaggi dell’infrastruttura ma anche e forse soprattutto i paesaggi liberati dalle infrastrutture ormai obsolete. La Riviera dei Fiori, offre oggi un’occasione di riflessione che nasce proprio dalla obsolescenza delle infrastrutture ferroviarie in un contesto, quello ligure, dove l’urbanizzazione ha sempre dovuto fare i conti con un assetto geomorfologico particolarmente difficile, che caratterizza questo territorio stretto tra la costa e le valli retrostanti. Oggi la tratta ferroviaria compresa tra la cittadina frontaliera di Ventimiglia e il piccolo comune di Ospedaletti, una linea a doppio binario costretta in pochi metri in prossimità della costa, non permette il passaggio dei treni di nuova generazione e un vasto intervento di spostamento della linea ferroviaria a monte degli abitati esistenti è dunque in progettazione da tempo. A partire da tale primaria criticità la riflessione si allarga a tutto il sistema della mobilità che coinvolge quest’area della regione Liguria, sottolineando come sul territorio sia presente una rete dei trasporti che predilige la viabilità costiera in direzione est-ovest a discapito di un entroterra sempre più isolato, e un sistema di mobilità lenta frammentario e poco valorizzato. Ma lo spostamento ed interramento della tratta ferroviaria, offre la possibilità per il comune di Bordighera di recuperare una dimensione non solo come centro turistico, ma anche in quanto nodo strategico all’interno della viabilità della Riviera dei Fiori e centro di un vasto sistema di abitati delle valli. È possibile combinare un nuovo ed efficiente sistema ferroviario con un progetto di paesaggio e di spazio pubblico che restituisca ai cittadini un’apertura sulla costa? La creazione di un vasto sistema di spazi pubblici e percorsi alternativi che promuovono la mobilità lenta può essere uno strumento per combattere l’abbandono dei piccoli borghi, e il conseguente calo demografico? Nel progetto “Beyond the rails” si fondono i grandi progetti infrastrutturali promossi dalla regione e una attenzione specifica al miglioramento degli spazi urbani alla costruzione di una rete differenziata della mobilità e alla saldatura degli spazi collettivi e che costituiscono un arricchimento socio-culturale: un unicum che ha le potenzialità di migliorare non solo un’area circoscritta ma di diventare un esempio per la regione Liguria e più in generale per le realtà costiere modellate dalle imponenti infrastrutture.
