“The villages, in their being both margin and nucleus, hearth and ash, home and elsewhere, are configured as the first places exposed to the great changes that the future of the world and of man has already retroactively anticipated” (Giuseppe Sorce, 2022, "Ripensare i margini. I borghi fra abbandono e ricostruzione", Dialoghi Mediterranei).The interest in investing in the villages or Borghi of Italy has established itself as one of the main real estate trends of recent years, a trend driven by the convenience and profitability of this type of purchase. The forecasts of further increases in property prices in large cities also contribute to accentuating the phenomenon. Recent studies show evidence of interest in Italian villages, both from Italians and foreigners, looking for alternative destinations to the “mainstream” locations: concentrating the offer on this trend translates into real estate opportunities. Evaluating the work of Public Administrations in the real estate sector is fundamental. This involves measuring and comparing their efficiency in bureaucratic procedures, as well as their knowledge and use of innovative financial tools, such as crowdfunding. Real estate crowdfunding represents a valid tool for the recovery of villages, a virtuous system capable of attracting human and economic resources. New actors are inserted in this context, which are the young people. A study has demonstrated the interest in joining or using crowdfunding platforms, but to keep up with new needs and technological developments, the tool discussed can be strengthened with the implementation of innovations such as blockchain. By taking advantage of the opportunities offered, crowdfunding can reach a much more advantageous position, being much more reliable, understandable and open, attracting both those who need funds and those who provide them. The paper examines in detail a platform that integrates the two tools, crowdfunding and blockchain, posing a central question: is the platform applicable in the Italian context? Through a detailed analysis of the various regulatory, fiscal and practical aspects related to the joint use of the above mentioned tools, the paper aims to answer this question. The report highlights the limitations of the Italian context, including regulatory complexity, the onerous nature of tax compliance and uncertainties related to cryptocurrency regulation
“I borghi, nel loro essere margine e nucleo insieme, focolare e cenere, casa e altrove, si configurano come i primi luoghi esposti ai grandi mutamenti che il futuro del mondo e dell’uomo ha già retroattivamente anticipato” (Giuseppe Sorce, 2022, "Ripensare i margini. L’interesse a investire nei borghi e piccoli centri abitati d’Italia si afferma come une delle principali tendenze immobiliari degli ultimi anni, tendenza spinta dalla convenienza e redditività̀ di questo tipo di acquisto. Ad accentuare il fenomeno contribuiscono anche le previsioni di ulteriori rincari degli immobili nelle grandi città. Recenti studi mostrano evidenze di interesse per i borghi italiani, sia da parte degli italiani che degli stranieri, alla ricerca di destinazioni alternative alle località̀ “mainstream”, concentrare l’offerta su questo trend si traduce in opportunità̀ immobiliari. Valutare l'operato delle Pubbliche Amministrazioni nel settore immobiliare è fondamentale. Questo implica la misurazione e il confronto della loro efficienza nelle procedure burocratiche, nonché́ la loro conoscenza e l'utilizzo di strumenti finanziari innovativi, come il crowdfunding. Il crowdfunding immobiliare rappresenta un valido strumento per la ripresa dei borghi, un sistema virtuoso in grado di attrarre risorse umane ed economiche. Si inseriscono, in questo contesto, nuovi attori: i giovani. Uno studio ha dimostrato l’interesse ad aderire o utilizzare piattaforme di crowdfunding, ma, per stare al passo con le nuove esigenze e con gli sviluppo tecnologici, lo strumento di cui discusso può’ essere potenziato con l’implemento di innovazioni come le tecnologie di blockchain. Sfruttando le opportunità offerte, il crowdfunding può raggiungere una posizione molto più vantaggiosa, risultando molto più affidabile, comprensibile e aperto, attraendo sia coloro che hanno bisogno di fondi che coloro che ne forniscono. L'elaborato esamina in dettaglio una piattaforma che integra i due strumenti, crowdfunding e blockchain, ponendo una domanda centrale: la piattaforma è applicabile nel contesto italiano? Attraverso un’analisi dettagliata dei vari aspetti normativi, fiscali e pratici legato all’uso congiunto degli strumenti di cui sopra discusso, l’elaborato si propone di rispondere a questo interrogativo. Vengono messi in luce i limiti meritevoli di attenzione inerenti al contesto italiano, tra cui la complessità normativa, l'onerosità delle conformità fiscali e le incertezze legate alla regolamentazione delle criptovalute.
