This thesis aims to map and delve into the role of third sector and schools in supporting vulnerable migrants in the multicultural neighborhood of San Siro in Milan, an area facing significant challenges related to poverty and social exclusion. In this context, access to public services is limited by language, cultural, digital, and educational barriers, hindering the full realization of rights related to these services. Organizations offer a wide range of services, contributing to comprehensive support aimed at concretely improving the quality of life for migrants. The research, which examined collaboration dynamics among 38 third-sector organizations (TSOs) and 7 public schools, revealed a network that is mainly informal, though with some instances of formal collaboration and resource sharing. TSOs demonstrate a strong capacity for mutual collaboration, relationships with schools face challenges due to communication barriers, a lack of cultural mediators, and structural rigidity. Additionally, the relationship with the Municipality of Milan is affected by fragmented management and budget cuts, factors that limit the impact of initiatives. Finally, this study offers recommendations to help overcome these challenges. It specifically suggests strengthening communication and collaboration between schools and organizations, promoting the integration of cultural mediators, and adopting more structured models for managing resources and information. These measures could enhance the effectiveness of interventions, reinforcing the overall impact of initiatives for the benefit of migrant families, addressing specific vulnerabilities, and fostering a more inclusive society.
Questa tesi si propone di mappare e approfondire il ruolo delle organizzazioni del terzo settore e delle scuole, nel supporto ai migranti in condizioni di vulnerabilità nel quartiere multiculturale di San Siro, a Milano, segnato da profonde sfide di povertà ed esclusione sociale. In tale contesto l’accesso ai servizi pubblici risulta limitato da ostacoli linguistici, culturali digitali ed educativi, che compromettono la reale esplicazione dei diritti a servizi stessi connessi. Le associazioni offrono una vasta gamma di servizi, che contribuiscono a un supporto globale mirato a migliorare concretamente la qualità della vita dei migranti. La ricerca che ha esplorato le dinamiche di collaborazione tra 38 organizzazioni del terzo settore e 7 scuole pubbliche, ha rilevato una rete prevalentemente informale, ma con alcuni spazi di collaborazione formale e scambi di risorse. Mentre le organizzazioni del terzo settore dimostrano una forte capacità di collaborazione reciproca, i rapporti con le scuole incontrano difficoltà dovute a ostacoli comunicative, assenza di mediatori culturali e rigidità strutturali. Inoltre, il rapporto con il comune di Milano risulta condizionato da una gestione frammentaria e dai tagli di bilancio, fattori che limitano l’impatto delle iniziative. Infine, questo lavoro, con il proposito di far fronte e superare tali sfide, apporta delle raccomandazioni. In particolare, di rafforzare la comunicazione e la collaborazione tra scuole e organizzazioni, promuovere l'integrazione di mediatori culturali e adottare modelli più strutturati per la gestione delle risorse e delle informazioni. Questo permetterebbe di migliorare l’efficacia degli interventi, rafforzando l’impatto complessivo delle iniziative a beneficio delle famiglie migranti, per poter affrontare vulnerabilità specifiche e creare società nel complesso più inclusive.
