The construction process is a multi-layered and complex undertaking. To successfully implement a construction project and effectively manage the involved parties, the client must possess a high level of expertise. In complicated projects the expertise of the client is often stretched beyond capacity, which is why new project delivery methods have been developed in recent decades that shift the risk and responsibility from the client to the project participants, namely the professionals directly involved. As complicated large- scale projects, which are often of great public interest or affect important infrastructure, are mostly handled by public authorities, these new project delivery methods underlie public procurement law. This report analyses the interaction between the client and the construction companies carrying out the work, as well as the public procurement regulations that need to be observed during the process. In the first step, this paper describes the stakeholders and the individual phases of a construction project, as these two parameters have a significant influence on a client's procurement strategy. As innovative project delivery methods are of particular interest to public authorities, the framework conditions in public procurement law are explained. In the next step, the various project delivery methods are analysed and it is explained in which cases the different methods should be used. Furthermore, the handling of complex construction projects in various countries is analysed and some projects in Europe are presented in which these project delivery methods have already been used. In conclusion, it examines whether companies already offer these new requirements as a service and what will be expected of project managers in the future to meet the new demands of modern project management.
Il processo di costruzione è un'impresa complessa caratterizzata da più livelli operativi. Per realizzare un progetto di costruzione in modo adeguato e per gestire o controllare le parti coinvolte, il committente deve disporre di un elevato livello di competenza. Nei progetti di elevata complessità, le competenze richieste al committente sono notevolmente estese, motivo per cui, negli ultimi decenni, sono stati sviluppati nuovi modelli di consegna dei progetti che spostano il rischio e la responsabilità dal committente ai partecipanti al progetto, quindi ai professionisti veri e propri. Poiché i progetti di grande portata di rilevante interesse pubblico o relativi a infrastrutture strategiche, sono prevalentemente gestiti da enti pubblici, questi nuovi metodi di consegna dei progetti si inseriscono nel contesto normativo degli appalti pubblici. Questo rapporto si propone di esaminare l'interazione tra il committente e le imprese di costruzione incaricate della realizzazione dei lavori, nonché le normative relative agli appalti pubblici che devono essere osservate nel corso dell'intero processo. In una prima fase, il presente documento descrive le parti interessate e le singole fasi di un progetto di costruzione, poiché questi due parametri hanno un'influenza significativa sulla strategia di approvvigionamento di un cliente. Poiché i metodi innovativi di consegna dei progetti sono di particolare interesse per le autorità pubbliche, vengono illustrate le condizioni quadro della legislazione sugli appalti pubblici. Nella fase successiva, vengono analizzati i vari metodi di consegna dei progetti e viene spiegato in quali casi è opportuno utilizzare i diversi metodi. Inoltre, viene analizzata la gestione di progetti edilizi complessi in vari Paesi e vengono presentati alcuni progetti in Europa in cui sono già stati utilizzati questi metodi di consegna dei progetti. In conclusione, si esamina se le aziende offrono già questi nuovi requisiti come servizio e cosa ci si aspetta dai project manager in futuro per soddisfare le nuove esigenze della moderna gestione dei progetti.
