Parchi ai margini della figura urbana : un progetto per Porto di Mare

The thesis work aims to address the issue of the urban edge, within the Porto di Mare area, located at the southern gateway of the city of Milan, as a threshold element between the countryside and the city. This area is among those already taken into consideration by the Municipality of Milan in the PGT 2030, as a Grande Funzione Urbana, and aims to bring the suburbs back to the center, through strategic transformations. The Porto di Mare area, in particular its park, has undergone several attempts at transformation over the centuries, starting from the desire to draw up a port basin, which was never built, up to the formation of the landfill which was then covered with earth. The project therefore aims to redesign this degraded place and give back to the city a large green space, articulated by different types of park, without expanding but renewing itself. The Porto di Mare area is delimited by the Omero district of Corvetto to the north, the Parco Agricolo to the south, the Rogoredo railway to the east and the Vettabbia Park to the west. With the intent of returning a southern edge to the existing urban area and a series of parks, the project is defined on Fabio Massimo street with a built-up strip to delineate the end of the city, which overlooks the park. From the built space, which includes some pre-existences, through platforms, the green spaces are delineated, which generate two different types of park: one more urban and more designed, the other more natural, less built where nature prevails. From here we proceed towards the Porto di Mare Park which maintains its naturalistic configuration, which also includes the wetlands, fundamental for the ecosystem. Along San Dionigi street, a tree-lined system of poplars develops, which wind up to Fabio Massimo street and contain different environments, from clearing areas, to elevated paths, up to also containing the parking lot.

Il lavoro di tesi vuole affrontare progettualmente il tema del margine urbano, nell’ambito di Porto di Mare, che si trova alla porta sud della città di Milano, come elemento di soglia tra campagna e città. Questo ambito è tra quelli già presi in considerazione dal Comune di Milano nel PGT 2030, come Grande Funzione Urbana, ed ha l’obiettivo di rimettere al centro le periferie, tramite delle trasformazioni strategiche. L’area di Porto di Mare, in particolare il suo parco, nel corso dei secoli ha subìto diversi tentativi di trasformazione, a partire dalla volontà di redigere un bacino portuale, però mai realizzato, fino alla formazione della discarica che è stato poi ricoperta di terra. Il progetto quindi ha l’obiettivo di ridisegnare questo luogo degradato e di restituire alla città uno grande spazio verde, articolato da diverse tipologie di parco, senza espandersi ma rinnovandosi su se stessa, andando a sostituirsi alle aree più degradate. L’ambito di Porto di Mare è delimitato dal quartiere Omero di Corvetto a nord, dal Parco Agricolo a sud, dalla ferrovia di Rogoredo ad est e dal Parco della Vettabbia ad ovest. Con l’intento di restituire un margine sud all’area urbana già esistente e una serie di parchi, il progetto si definisce su via Fabio Massimo con una fascia edificata per delineare la fine della città, che si affaccia sul grande parco. Dallo spazio edificato, che comprende alcune preesistenze, tramite delle piattaforme-plateau si delineano gli spazi verdi, che generano due tipi di parchi differenti: uno più urbano e maggiormente disegnato, l’altro più naturale, meno edificato dove è la natura a prevalere. Da qui si procede verso il Parco di Porto di Mare che mantiene la sua configurazione naturalistica, che comprende anche le aree umide o allagate, fondamentali per l’ecosistema. Lungo via San Dionigi si sviluppa un sistema alberato di pioppi, i quali si snodano fino a via Fabio Massimo e contengono ambienti diversi, da aree di radura, a percorsi sopraelevati fino a contenere anche l’impianto di parcheggio.
