This research investigates the intricate relationship between digitalization policies and social inequality across European regions, employing an interpretative case study approach to assess regional strategies’ effectiveness in mitigating socio-economic disparities. Even though digitalization increases connectivity, inclusivity and efficacy, it could also create inequalities in case it is not dealt with appropriately. In this study, we have analyzed the role public policies in reducing the inequality caused by the digitalization and how policy framework can be utilized in an effective manner. Through semi-structured interviews with policymakers and digital experts, complemented by thematic analysis using the Gioia methodology, the research reveals that meaningful digitalization impact is dependent on policy formulation, policy making and policy evaluation. The findings of the research reveal that Public Private Partnerships (PPP) can play a key role in the accessibility, and usage of digital skills; however, regulations need to be implemented to guarantee such types of services are accessible to every individual. Also, digital infrastructure investments as well as digital literacy and awareness programs are needed in areas that exhibit differences in digital accessibility. This thesis underscores the necessity of holistic, user-centric digital strategies that address infrastructure, skills, and ethical governance to foster equitable digital societies.
Questa ricerca esplora la complessa relazione tra le politiche di digitalizzazione e la disuguaglianza sociale nelle regioni europee, utilizzando un approccio interpretativo di studio di caso per valutare l'efficacia delle strategie regionali nel mitigare le disparità socioeconomiche. Sebbene la digitalizzazione possa aumentare la connettività, l'inclusività e l'efficienza, può anche creare disuguaglianze se non affrontata adeguatamente. Lo studio analizza il ruolo delle politiche pubbliche nel ridurre la disuguaglianza causata dalla digitalizzazione e come il quadro politico possa essere utilizzato in modo efficace. Attraverso interviste semi-strutturate con policy maker ed esperti digitali, integrate da un'analisi tematica utilizzando la metodologia Gioia, la ricerca rivela che l'impatto significativo della digitalizzazione dipende dalla formulazione, dall'elaborazione e dalla valutazione delle politiche. I risultati mostrano che i partenariati pubblico-privati (PPP) possono svolgere un ruolo chiave nell'accessibilità e nell'utilizzo delle competenze digitali. Tuttavia, è necessario implementare norme per garantire che tali servizi siano accessibili a tutti. Inoltre, sono necessari investimenti nelle infrastrutture digitali, nonché programmi di alfabetizzazione e sensibilizzazione digitale in aree con differenze nell'accessibilità digitale. Questa tesi sottolinea la necessità di strategie digitali olistiche e incentrate sull'utente che affrontino le infrastrutture, le competenze e la governance etica per promuovere società digitali eque.

Abstract
