Evaluation of the Terzo Valico dei Giovi project through cost-benefit analysis

This thesis conducts a Cost-Benefit Analysis (CBA) about the TerzoValico dei Giovi, a high-capacity railway project between the city of Genoa and Milan, to evaluate its impacts on the economy, the society, and the environment aspects. The study critically examines the methodology used in official CBAs, highlighting their limitations and the impact of demand estimation errors on project feasibility. Additionally, it draws comparisons between the Terzo Valico and Swedish and Portuguese HSR projects to highlight common challenges facing  large-scale infrastructure investments across Europe. The analysis also includes a sensitivity test assessing the project's robustness against variations in key assumptions. Findings indicate that the project offers various benefits, but they are not enough to balance the budget when compared with the costs. Moreover, it was highlighted that the uncertainty of the variables involved suggests the need, in projects of this type, for a choral application of this tool with others that could support it and lead to a more accurate analysis.

Questo lavoro di tesi riguarda la valutazione del progetto Terzo Valico dei Giovi, progetto di ampliamento ferroviario ad alta capacità/alta velocità tra le città di Genova e Milano, attraverso un'analisi costi-benefici (ACB), per valutarne gli impatti sugli aspetti economici, ambientali e sociali. Lo studio esamina criticamente la metodologia utilizzata nelle ACB ufficiali, evidenziandone i limiti e l'impatto degli errori di stima della domanda sulla fattibilità del progetto. Inoltre, vengono effettuati confronti tra il Terzo Valico e i progetti simili sviluppati in Svezia e Portogallo per evidenziare le sfide comuni che gli investimenti infrastrutturali su larga scala devono affrontare. L'analisi include anche un test di sensibilità che valuta la solidità del progetto rispetto alle variazioni delle ipotesi chiave. I risultati indicano che il progetto offre vari vantaggi, ma non sono sufficienti a bilanciare i costi sostenuti. Inoltre è stata evidenziata come l'incertezza sulle variabili in gioco suggerisca la necessità, in progetti di questo tipo, di un'applicazione corale di questo strumento con altri che potrebbero supportarlo e portare a un'analisi più accurata.
