Public Private Partnerships (PPP) are being increasingly considered as a strategy for delivering public services, including educational services. This research paper investigates the economic and financial feasibility of Public Private Partnerships (PPPs) within the educational sector and specifically focuses on developing an operational model for a school project in a municipality in Brianza area, Italy. It has been divided into two major sections: the first section being the introduction and theoretical framework while the second being concerned with detailed case study that constitutes research’s main objective. By combining theoretical analysis with practical application, this thesis aims to provide a framework for designing and implementing successful PPP projects in the educational sector, contributing to the improvement of educational infrastructure. In detail, the aim is to come up with a model case from which a methodology is derived, that can be modified and replicated in similar projects thereby making sure PPPs in education are optimized and responsive to distinctive community needs. In conclusion, this paper assesses the social impact and sustainability, proposing some innovative approaches to PPPs that include integration with ESG factors (Environmental, Social, Governance), which may be directed towards enhancing effectiveness and sustainability of PPPs in education.
I Partenariati Pubblico-Privati (PPP) sono sempre più considerati come una strategia per l’erogazione di servizi pubblici, compresi i servizi educativi. Questa tesi indaga la fattibilità economica e finanziaria dei Partenariati Pubblico-Privati (PPP) nel settore educativo e si concentra specificamente sullo sviluppo di un modello operativo per un progetto scolastico in un comune dell’area di Brianza, Italia. È stato diviso in due sezioni principali: la prima sezione rappresenta l’introduzione e il quadro teorico, mentre la seconda riguarda l’analisi in dettaglio di un caso studio che costituisce l’obiettivo principale della ricerca. Combinando analisi teorica e applicazione pratica, questa tesi mira a fornire un quadro per la progettazione e l’implementazione di progetti PPP di successo nel settore educativo, contribuendo al miglioramento delle infrastrutture educative. In dettaglio, l’obiettivo è di creare un caso modello da cui derivare una metodologia, che possa essere modificata e replicata in progetti simili, assicurando così che i PPP nell’educazione siano ottimizzati e rispondano alle diverse esigenze della comunità. In conclusione, questo lavoro valuta l’impatto sociale e la sostenibilità, proponendo alcuni approcci innovativi ai PPP che includono l’integrazione con fattori ESG (Ambientali, Sociali, di Governance), che potrebbero essere indirizzati verso il miglioramento dell’efficacia e della sostenibilità dei PPP nell’educazione.
