This paper is part of the growing debate on digital innovation in public administration, with particular reference to the use of chatbots as a tool for simplification, accessibility and dialogue between institutions and citizens. Starting from the Smart City concept, the paper analyses how conversational technologies can contribute to the modernisation of local public services, favouring a more efficient, personalised and transparent management. After a theoretical contextualisation on the role of artificial intelligence in administrative processes and an overview of the main European experiences in this field, the focus is on the specific case of the Municipality of Milan. Through the analysis of the authority's digital strategies, existing projects and the information and functional needs of users, a design proposal for a municipal virtual assistant inspired by the best international models is outlined. The objective is to develop a scalable, interoperable and inclusive chatbot model, capable of dialoguing with the administration's management systems, offering integrated services through multimedia channels and promoting more active forms of civic participation. The proposal is based on the principles of transparency, co-design and continuous improvement, with a view to a more proactive and citizen-centred public administration.
Il presente elaborato si inserisce nel crescente dibattito sull’innovazione digitale nella pubblica amministrazione, con particolare riferimento all’impiego dei chatbot come strumento di semplificazione, accessibilità e dialogo tra istituzioni e cittadini. A partire dal concetto di Smart City, il lavoro analizza come le tecnologie conversazionali possano contribuire alla modernizzazione dei servizi pubblici locali, favorendo una gestione più efficiente, personalizzata e trasparente. Dopo una contestualizzazione teorica sul ruolo dell’intelligenza artificiale nei processi amministrativi e un inquadramento delle principali esperienze europee in materia, l’attenzione si concentra sul caso specifico del Comune di Milano. Attraverso l’analisi delle strategie digitali dell’ente, dei progetti esistenti e delle esigenze informative e funzionali dell’utenza, viene delineata una proposta progettuale per un assistente virtuale comunale ispirato ai migliori modelli internazionali. L’obiettivo è quello di elaborare un modello di chatbot scalabile, interoperabile e inclusivo, capace di dialogare con i sistemi gestionali dell’amministrazione, offrire servizi integrati tramite canali multimediali e promuovere forme di partecipazione civica più attive. La proposta si fonda su principi di trasparenza, co-progettazione e miglioramento continuo, nella prospettiva di un’amministrazione pubblica più proattiva e centrata sul cittadino.
