Water resilience is a critical component of urban sustainability in the face of climate change and escalating water-related hazards. This thesis spatially analyses the water-related risks of Izmir, a coastal metropolitan city in Türkiye. It develops data-driven, nature-based strategic approaches to guide its transformation toward a Water-Wise City vision. The study is grounded in a multi-layered analytical framework structured around the four key components of risk: hazard, exposure, vulnerability, and coping capacity. Three significant water-related hazards are assessed: urban flooding, coastal flooding, and sea level rise. In this context, the Urban Flood Risk Mitigation Model and the Coastal Vulnerability Model from the InVEST software suite are utilized, alongside sea level rise projections, to evaluate future risk scenarios. Raster-based spatial indicators are employed to assess exposure and socio-physical vulnerability, represented through a composite index integrating social and physical-spatial dimensions. Coping capacity is analysed across social, infrastructural, and institutional domains. All scores are normalised and spatially overlaid to compare risk and coping capacity layers, thereby enabling the identification of priority intervention areas across Izmir. Among these, the district of Çiğli emerges as a high-risk and low-capacity zone, selected to develop detailed strategic proposals. The theoretical framework involves a comparative analysis of Water-Wise, Water-Sensitive, and Sponge Cities conceptual approaches. The principles of these approaches are contextualized to Izmir’s specific water-related risks, leading to locally adapted strategies. Furthermore, Türkiye’s water governance system is critically examined, focusing on institutional coordination challenges, policy gaps, and the operational capacities of local administrations. In conclusion, the study proposes a multi-scalar and actionable strategic framework for enhancing Izmir’s water resilience by integrating spatial risk and coping capacity assessments with urban planning and climate adaptation strategies.
La resilienza idrica rappresenta un elemento cruciale della sostenibilità urbana, soprattutto di fronte al cambiamento climatico e all’aumento dei rischi legati all’acqua. Questa tesi analizza spazialmente i rischi idrici della città metropolitana costiera di Izmir, in Turchia, e sviluppa approcci strategici basati su dati e soluzioni basate sulla natura per guidare la sua trasformazione verso una visione di “Water-Wise City”. Lo studio si basa su un quadro analitico multilivello articolato attorno ai quattro componenti fondamentali del rischio: pericolo, esposizione, vulnerabilità e capacità di risposta. Vengono valutati tre pericoli principali legati all’acqua: alluvioni urbane, vulnerabilità costiera e innalzamento del livello del mare. A tal fine, sono stati utilizzati il modello Urban Flood Risk Mitigation e il modello Coastal Vulnerability della suite software InVEST, insieme a proiezioni sull’innalzamento del livello del mare per valutare scenari di rischio futuri. Indicatori spaziali basati su raster sono impiegati per valutare l’esposizione e la vulnerabilità socio-fisica, rappresentata tramite un indice composito che integra dimensioni sociali e spaziali-fisiche. La capacità di risposta viene analizzata attraverso tre ambiti: sociale, infrastrutturale e istituzionale. Tutti i punteggi sono normalizzati e sovrapposti spazialmente per confrontare i livelli di rischio e di capacità di risposta, consentendo l’identificazione delle aree prioritarie di intervento nell’intero territorio di Izmir. Tra queste, il distretto di Çiğli emerge come una zona ad alto rischio e bassa capacità, selezionata per lo sviluppo di proposte strategiche dettagliate. Il quadro teorico include un’analisi comparativa degli approcci Water-Wise, Water-Sensitive e Sponge Cities. I principi di questi modelli sono contestualizzati rispetto ai rischi idrici specifici di Izmir, portando allo sviluppo di strategie adattate localmente. Inoltre, viene esaminato criticamente il sistema di governance idrica della Turchia, con un’attenzione particolare alle sfide di coordinamento istituzionale, alle lacune normative e alle capacità operative delle amministrazioni locali. In conclusione, lo studio propone un quadro strategico multi-scalare e applicabile per rafforzare la resilienza idrica di Izmir, integrando valutazioni spaziali del rischio e della capacità di risposta con la pianificazione urbana e le strategie di adattamento climatico.
