The former S.I.S.A Idroscalo of Pavia, almost a century since its construction, it still retains a strong identity in the city skyline. Designed by the architect Giuseppe Pagano as commercial hub for the S.I.S.A Torino-Trieste line, it was officially dismissed in the early 1940’s and definitly abandoned in the 1980’s, since when only a few structural consolidations were done. Today, the building is in a state of complete abandonment and decay, wholly disconnected either from land or water, therefore inaccessible. Considering the bond between the former hangar and the city, its link with land and water, and the strong bi-milliennal relation of the city with the Ticino river, a prodromal research has been made in order to investigate what is a river nowadays. What a river means in a contemporary city and how rivers have gained ever more attention, analazying the increasingly widespread waterfront regenerations which have come a long way as a “global trend”. Embracing a research on how European cities have been rethinking their rivers and waterfronts, according also to the “Water Frame Directive” promoted by the European Union, the project aims at an adaptive reuse of the hangar, while proposing different kind of re-connections with its surrounding elements, and new gathering points. Although mantaining and highlighting some aspects dictated by degradation, with a rather conservative approach towards its industrial caracter, for the building itself is forseen to reinstate the former mezzanine level, above the services, including an empty transparent “box-in-the-box”, to provide a flexible and undefined space for future uses. The ground floor is linked to the street through a new footbridge, while a staircase in-between the original hydroplane slipway gives access to the water level towards a new floating platform. From water the access is enabled by a wooden dock directly linked to the floating terrace. The surrounding area is eventually reimagined reimagined with a floating pool as an urban beach, which aims, within the terrace to be a place of gathering and interaction.
L'ex-Idroscalo S.I.S.A di Pavia, a quasi un secolo dalla sua costruzione, conserva ancora una forte identità nello skyline cittadino. Progettato dall'architetto Giuseppe Pagano come scalo commerciale per la linea S.I.S.A Torino-Trieste, l’hangar fu ufficialmente dismesso all'inizio degli anni '40 e definitivamente abbandonato negli anni '80, da allora furono effettuati solo alcuni consolidamenti strutturali. Oggi l'edificio si presenta in uno stato di mero abbandono e degrado, interamente scollegato sia dalla strada che dall'acqua, di conseguenza inaccessibile. Considerando il legame tra l'ex Idroscalo e la città, e con l’area circostante e l’acqua, oltre che alla forte relazione bimillenaria della città con il Ticino, è stata fatta una ricerca prodromica al fine di approfondire cosa sia oggi un fiume. Che cosa significa un fiume in una città contemporanea e come i fiumi hanno recentemente guadagnato sempre più attenzione, analizzando le sempre più diffuse waterfront regenerations sempre più una "tendenza globale". A seguito di una ricerca su come le città europee hanno ripensato i loro fiumi e i loro corsi d'acqua, secondo la "Water Frame Directive" promossa dall'Unione Europea, il progetto mira a un riutilizzo adattativo dell’edificio, proponendo diversi tipi di collegamenti con gli elementi circostanti e nuovi punti di aggregazione. Pur mantenendo ed evidenziando alcuni aspetti dettati dal degrado, con un approccio conservativo verso il suo carattere industriale, per l'edificio stesso è previsto di ripristinare l'ex livello mezzanino, sopra i servizi, e l’aggiunta di una struttura in vetro, al fine di fornire uno spazio flessibile e indefinito per usi futuri. Il piano terra è collegato alla strada attraverso una nuova passerella, mentre una scala tra l'originale scivolo idroplano dà accesso al livello dell'acqua verso una nuova piattaforma galleggiante. Dall'acqua l'accesso è consentito da una banchina di legno direttamente collegata alla terrazza galleggiante. L’area circostante viene infine reimmaginata un ultimo: una piscina galleggiante ripensata come spiaggia urbana, che mira, insieme alla terrazza ad essere un nuovo luogo di incontro e interazione.
