This study, in collaboration with Stantec, provides an overview of the current situation in Italy regarding ground-mounted photovoltaic projects. The focus is on analysing the presence of Nature-Based Solutions (NBS) within 151 projects, covering the period from 2022 to May 2025. From the review of the Environmental Impact Assessment (EIA) documents related to photovoltaic projects, data regarding site characteristics as well as the presence and layout of NBS were extracted. The creation of a database allowed for an analysis of whether the selection of NBS is influenced by the characteristics of the project sites. The results indicate that, in general, the implementation of NBS is not significantly correlated with site properties, except for two factors: the presence of surface water bodies within the project area and the type of land use. To refine this analysis, benchmarks were introduced for some of the identified NBS, along with thresholds beyond which these solutions no longer provide tangible benefits to the site or support ecosystem services. Finally, a spatial analysis using GIS software was conducted to further investigate the land use characteristics of the project areas, which are predominantly agricultural. Data from Environmental maps were then correlated with the biodiversity indicators reported in the EIA documents, revealing interesting patterns.
Questo studio, in collaborazione con Stantec, offre una panoramica della situazione italiana attuale in relazione a 151 progetti fotovoltaici a terra, nel periodo compreso tra il 2022 e maggio 2025, con un focus specifico sull’analisi della presenza delle Soluzioni Basate sulla Natura (Nature-based Solutions - NBS) all’interno di tali progetti. Dalla revisione dei documenti di Valutazioni di Impatto Ambientale (VIA) relativi a progetti fotovoltaici, sono stati estratti dati riguardanti le caratteristiche dei siti e la presenza e la configurazione delle NBS. La creazione di un database ha permesso di analizzare se la selezione delle NBS sia influenzata dalle caratteristiche dei siti di progetto. I risultati indicano che, in generale, l’adozione delle NBS non è significativamente correlata alle proprietà dei siti, ad eccezione di due fattori: la presenza di corsi idrici superficiali all’interno dell’area di progetto e la tipologia di uso del suolo. Per affinare l’analisi, sono stati introdotti dei criteri per alcune delle NBS identificate, con soglie oltre le quali tali soluzioni non garantiscono più benefici concreti per il sito né un reale supporto ai servizi ecosistemici. Infine, è stata effettuata un’analisi spaziale utilizzando un software GIS per approfondire ulteriormente le caratteristiche dell’uso del suolo nelle aree di progetto, che risultano prevalentemente agricole. I dati derivanti dalle Carte della Natura sono stati successivamente messi in relazione con gli indicatori di biodiversità riportati nei documenti VIA, evidenziando pattern interessanti.
