Societal grand challenges demand coordinated, cross-sector action, yet traditional hierarchies struggle to align diverse interests at scale. Meta-organizations (MOs) emerged as a focal governance form because they explicitly orchestrate the activities of autonomous member organizations without imposing a single hierarchical authority. Guided by a New Public governance paradigm and a public-value lens, this thesis employs a mixed-method design that begins with a systematic literature review of MO studies related to sustainably valued outcome. A CIMO logic framework structures the evidence and links it to qualitative case analysis. The review first delivers a concise conceptual map of MO roles– broker, coordinator, orchestrater, and regulatory and governance supporter– and shows how each role interacts with underlying governance logics. Second, CIMO configuration analysis distils four frequently recurring role–mechanism combinations that account for most observed outcomes. Finally, these combinations are connected with qualitative cases and translated into activated pathways that specify sequential, measurable steps through which MOs advance multi-level sustainable transformations. By locating meta-organization theory with a New Public Governance paradigm and operationalising MOs’ pathways, the study refines the conceptual foundations of meta-organizational governance and offers actional design principles for practitioners and policymakers seeking to scale collective actions to solve societal grand challenges.
Le grandi sfide sociali richiedono un’azione coordinata e intersettoriale, mentre le gerarchie tradizionali faticano ad allineare interessi eterogenei su larga scala. Le meta-organizzazioni (MO) si sono affermate come forma di governance centrale perché orchestrano esplicitamente le attività di organizzazioni membri autonome senza imporre un’unica autorità gerarchica. Muovendosi entro il paradigma della Nuova Governance Pubblica e attraverso la lente del valore pubblico, questa tesi adotta un disegno metodologico misto che prende avvio da una revisione sistematica della letteratura sulle MO riferita a esiti di sostenibilità. Il quadro logico CIMO struttura le evidenze emerse e le collega all’analisi qualitativa di casi empirici. La revisione fornisce innanzitutto una mappa concettuale concisa dei ruoli delle MO – broker, coordinatore, orchestratore e sostenitore regolativo-istituzionale – e illustra come ciascun ruolo interagisca con le logiche di governance sottostanti. In secondo luogo, l’analisi delle configurazioni CIMO distilla quattro combinazioni ricorrenti di ruolo-meccanismo che spiegano la maggior parte degli esiti osservati. Infine, tali combinazioni vengono collegate ai casi qualitativi e tradotte in «percorsi attivati» che definiscono passaggi sequenziali e misurabili mediante i quali le MO promuovono trasformazioni sostenibili multilivello. Collocando la teoria delle meta-organizzazioni nel paradigma della Nuova Governance Pubblica e operazionalizzandone i percorsi, lo studio raffina le basi concettuali della governance meta-organizzativa e offre principi progettuali azionabili per practitioner e policy-maker che intendano ampliare l’azione collettiva sulle grandi sfide sociali.
