This thesis explores the potential of social innovation as a systemic response to grand challenges. The study focuses on the Italian context and takes into consideration two interconnected challenges particularly: the healthcare workforce shortages and the socio-economic integration of migrants. The research uses the case of ITA Health, a program designed to train and employ migrants in the healthcare sector and adopts a mixed-methods approach by combining surveys of participants with interviews of beneficiaries and stakeholders. Findings reveal that a social innovation like ITA Health has the potential to improve economic stability and social inclusion for participants, but its impact is constrained by institutional voids, such as fragmented governance and bureaucratic hurdles. The study contributes to academic debates by empirically showing how social innovation can both bridge gaps and expose the structural weaknesses of existing systems. State action cannot be replaced by social innovation initiatives, but SI can catalyze systemic change if supported by governance and policy frameworks. The thesis concludes by highlighting the need for long-term strategies that align migration management with labor market demands and position social innovation as a complement to institutional reforms.
Questa tesi esplora il potenziale della social innovation come risposta sistemica alle grandi sfide. Lo studio si concentra sul contesto italiano e prende in considerazione in particolare due sfide interconnesse: la carenza di personale sanitario e l’integrazione socio-economica dei migranti. La ricerca utilizza il caso di ITA Health, un programma progettato per formare e impiegare migranti nel settore sanitario, e adotta un approccio mixed-methods combinando questionari somministrati ai partecipanti con interviste a beneficiari e stakeholder. I risultati rivelano che un’innovazione sociale come ITA Health ha il potenziale di migliorare la stabilità economica e l’inclusione sociale dei partecipanti, ma il suo impatto è limitato da vuoti istituzionali, quali la governance frammentata e gli ostacoli burocratici. Lo studio contribuisce al dibattito accademico mostrando empiricamente come la social innovation possa sia colmare lacune sia mettere in luce le debolezze strutturali dei sistemi esistenti. L’azione statale non può essere sostituita dalle iniziative di innovazione sociale, ma queste possono catalizzare un cambiamento sistemico se supportate da adeguati quadri di governance e di policy. La tesi conclude sottolineando la necessità di strategie di lungo periodo che allineino la gestione delle migrazioni con le esigenze del mercato del lavoro e che posizionino la social innovation come complemento alle riforme istituzionali.
