Industrial Alps: the steelmill vs cultural landscape in Borgo Valsugana

The alpine region consists of a vast territory located at the center of the European continent. Through time it has been the stage of many cultural changes and important historical events, such as wars and infrastructural innovations for instance. Seen commonly as a land dominated by nature, far from the urban centers with a hard accessibility and harsh environment, a bucolic aspect has always been attached to its imagination. Especially up until the XIX century, when modernization made way so that new changes and demands were able to be established, and a shift on the before, almost untouched landscape brought it closer to the reality of bigger cities. From touristic facilities, to new ways of locomotion, this new presence of the “urban” left a longing mark on these places, which by that time had its purpose, but today, in many cases, have already lost its meaning. Having that in mind, rediscovering the Alpine true essence of a contemporary world is crucial to bring back the qualities and complexities that were, for a long time, taken for granted and miscounted since the last two centuries. Understanding this area as more than just a “momentary server” to urban life, along with the new demands it exposes is crucial to keep the culture and environmental values it possesses alive. The work to be carried out consists of the elaboration of a regeneration project of an Industrial area of approximately 32 hectares, which is about to have some of its activities suspended by the government until the year of 2035. The intention is that there is a complete resignification of this area, not only in the various possible new uses that it can offer, but mainly in its relationship with the rest of the city and landscape. The intervention site is located in the town of Borgo Valsugana, a village that belongs to the region of Trentino, Italy. Not only will the immediate surroundings of the site influence design decisions, but also the natural and social configuration of the Alpine region will have a main role in that aspect. In this way, it is expected that there will be a complete understanding of the phenomena that are occurring not only in this particular location but also repeating over in other alpine areas. The idea is that the work is carried out in two main phases. One analysis and research, focused on exploring the configurations of the region of the European Alps and then continuing to scale down until reaching the town of Borgo Valsugana itself. And a second phase, focused on the project and all the pre-studies referring to the basis of its decisions. For the first stage, the use of maps and texts is foreseen in order to establish the foundation of a complete analysis on its historical formation in co-relation to its natural landscape, so that all the information acquired aggregate and support the following design phase. In the second stage of the project, more detailed analysis and conclusions about the dynamics of the city and the intervention site should guide the course of the project that will be developed shortly thereafter. It is important to emphasize that the final purpose of this work is to establish a new vision for this extensive area that is currently on the edge of the city, and to make it connect not only with it but also with the natural landscape of the alps on its surrounding. That way making it useful and improving the lives of the people who live there, always in the most harmonious way possible. In the meanwhile, keeping in mind all the objectives of future developments for other areas of the city which have already been foreseen by the community andmunicipality, since when the time comes for this area to betransformed, significant changes will already have been made in the rest of the city.

La regione alpina consiste in un vasto territorio situato al centro del continente europeo. Nel corso del tempo è stata teatro di numerosi cambiamenti culturali ed eventi storici importanti, come guerre e innovazioni infrastrutturali. Comunemente vista come una terra dominata dalla natura, lontana dai centri urbani, con difficile accessibilità e un ambiente ostile, un carattere bucolico è sempre stato associato al suo immaginario. In particolare fino al XIX secolo, quando la modernizzazione aprì la strada a nuovi cambiamenti e nuove esigenze, un paesaggio prima quasi intatto subì una trasformazione che lo avvicinò alla realtà delle grandi città. Dalle strutture turistiche ai nuovi mezzi di locomozione, questa nuova presenza dell’“urbano” lasciò un segno duraturo in questi luoghi che, se allora aveva uno scopo, oggi in molti casi ha già perso il suo significato. Tenendo presente questo, riscoprire la vera essenza alpina in un mondo contemporaneo è fondamentale per riportare alla luce le qualità e le complessità che, per molto tempo, sono state date per scontate o trascurate negli ultimi due secoli. Comprendere quest’area come qualcosa di più di un semplice “servente momentaneo” della vita urbana, insieme alle nuove esigenze che espone, è cruciale per mantenere viva la cultura e i valori ambientali che essa possiede. Il lavoro da svolgere consiste nell’elaborazione di un progetto di rigenerazione di un’area industriale di circa 32 ettari, destinata ad avere parte delle sue attività sospese dal governo entro il 2035. L’intenzione è che ci sia una completa risignificazione di quest’area, non solo nei vari possibili nuovi usi che può offrire, ma soprattutto nel suo rapporto con il resto della città e con il paesaggio. Il sito di intervento si trova nella città di Borgo Valsugana, un borgo che appartiene alla regione del Trentino, in Italia. Non solo i dintorni immediati del sito influenzeranno le decisioni progettuali, ma anche la configurazione naturale e sociale della regione alpina avrà un ruolo centrale in questo aspetto. In questo modo, si prevede una comprensione completa dei fenomeni che stanno avvenendo non solo in questa particolare località ma che si ripetono anche in altre aree alpine. L’idea è che il lavoro si svolga in due fasi principali. Una prima di analisi e ricerca, focalizzata sull’esplorazione delle configurazioni della regione delle Alpi europee, per poi ridurre progressivamente la scala fino a raggiungere la città di Borgo Valsugana. E una seconda fase, dedicata al progetto e a tutti gli studi preliminari che costituiscono la base delle sue decisioni. Per la prima fase è previsto l’uso di mappe e testi al fine di stabilire le fondamenta di un’analisi completa della sua formazione storica in correlazione con il paesaggio naturale, così che tutte le informazioni acquisite possano sostenere la fase progettuale successiva. Nella seconda fase del progetto, analisi più dettagliate e conclusioni sulle dinamiche della città e del sito di intervento dovranno guidare lo sviluppo del progetto che verrà elaborato successivamente. È importante sottolineare che lo scopo finale di questo lavoro è quello di stabilire una nuova visione per quest’ampia area che attualmente si trova al margine della città, e di connetterla non solo con essa ma anche con il paesaggio naturale delle Alpi circostanti. In questo modo, renderla utile e migliorare la vita delle persone che vi abitano, sempre nel modo più armonioso possibile. Allo stesso tempo, tenendo presente tutti gli obiettivi dei futuri sviluppi di altre aree della città, già previsti dalla comunità e dal comune, poiché quando arriverà il momento di trasformare quest’area, cambiamenti significativi saranno già stati realizzati nel resto della città.
