Social impact assessment represents a practice which, while no longer definable as emerging yet not fully consolidated either, is acquiring a central role within the fields of public policy, social enterprises, and the third sector, both at the European and international levels. This paper aims to investigate the role and methodologies assumed by such assessment in relation to an ongoing urban regeneration initiative: the Sviluppo Urbano Sostenibile project of the Municipality of Monza. Articulated in various actions to be implemented within the city district of San Rocco, the project constitutes a significant laboratory for constructing a social impact assessment tool capable of supporting the municipal administration in analysing the change generated. To this end, the present work has chosen to focus on the public policy dimension specifically in terms of the governance overseeing it, providing an evaluative analysis thereof. From this perspective, qualitative research was conducted, supported by a series of interviews with key stakeholders, in order to reconstruct the logics of collaboration, institutional relationships, and decision-making dynamics characterising the intervention. The findings revealed a multi-level governance structure, comprising intersectoral cooperation among municipal offices and an openness towards the local School and Neighbourhood Council. Although representing an innovative practice, this structure appears fragile in its operational dimension. Among the criticalities that emerged are the marginal role of the School, despite being a central pillar and the core of the initial strategic design, and the need for a steering committee endowed with greater decision-making authority and coordination capacity. In addition, this study presents the first draft of the Theory of Change developed with the project stakeholders, conceived as a preliminary tool for the model of social impact measurement to be delivered to the Monza administration. Ultimately, the work provides an operational contribution to the definition of social impact assessment systems capable of capturing the change produced by specific actions and interpreting the social value thereby generated.
La valutazione d’impatto sociale rappresenta una pratica che, pur non potendosi più definire emergente ma neppure pienamente consolidata, sta acquisendo un ruolo centrale negli ambiti afferenti alle politiche pubbliche, alle imprese sociali e al terzo settore, sia sul piano europeo che internazionale. Questo scritto si propone di indagare il ruolo e le metodologie che essa assume con riferimento a un intervento di rigenerazione urbana in corso di realizzazione: il progetto di Sviluppo Urbano Sostenibile del Comune di Monza. Declinato in varie azioni da implementare sul quartiere cittadino di San Rocco, rappresenta un laboratorio significativo per poter costruire uno strumento di valutazione d’impatto sociale che supporti l’amministrazione comunale nell’analizzare il cambiamento generato. Su tale finalità, il presente lavoro ha scelto di approfondire la politica pubblica sul piano della sola governance che la sovraintende, dandone una valutazione di merito. In questa prospettiva, è stata condotta una ricerca qualitativa, supportata da un ciclo di interviste agli attori protagonisti, che consentisse di ricostruire le logiche di collaborazione, le relazioni istituzionali e le dinamiche decisionali che caratterizzano l’intervento. I risultati hanno permesso di evidenziare una governance strutturata su più livelli, comprendente una cooperazione intersettoriale tra gli uffici comunali e un’apertura verso la Scuola e la Consulta del quartiere, che seppur pratica innovativa, appare fragile nell’operativo. Tra le criticità, è emerso il ruolo marginale della Scuola, seppur asse portante e cuore della progettazione iniziale della strategia, e la necessità di una cabina di regia con maggior autorità decisionale e capacità di coordinamento. In aggiunta, questo elaborato ha condiviso la prima bozza di Teoria del Cambiamento sviluppata con gli stakeholder del progetto, che si vuole configurare come strumento preliminare del modello di misurazione dell’impatto sociale che verrà consegnato all’amministrazione monzese. In definitiva, il lavoro offre un contributo operativo alla definizione di sistemi di valutazione d’impatto sociale capaci di cogliere il cambiamento prodotto a seguito di specifiche azioni, e di leggerne il valore sociale originato.
