Hospitals are recognised as critical infrastructure due to their importance in providing essential services to the population, even under major crisis and disasters. It has been demonstrated that the operational capacity of hospitals can be compromised by both sudden disasters and minor disruptions due to infrastructure problems, whose effect can impact the operations of multiple hospital’s departments and, above all, patient safety. In order to understand the importance of business continuity as an essential element in ensuring resilience in the healthcare sector, this study conducts a specific analysis of the Department of Obstetrics and Gynaecology at the Policlinico di Milano hospital. Firstly, through a Business Impact Analysis (BIA), the critical activities of the delivery process, the main infrastructural vulnerabilities and dependencies that could compromise patient safety and service continuity were identified. Based on the results, a Business Continuity Plan (BCP) was developed that defines objectives and priorities for intervention, the actors responsible for implementing the response, and emergency management and recovery in order to restore normal operations. The study highlights how operational resilience is not limited to restoring the normal functionality that existed prior to the disruptive event, but extends to improving its robustness by making infrastructural and operational changes, carrying out periodic tests and continuous updates. The pilot implementation can be extended to all the critical departments and activities within the hospital, contributing to the systemic improvement of the response capacity of the entire regional healthcare system.
Le strutture ospedaliere sono riconosciute come infrastrutture critiche per via della loro importanza nel garantire i servizi essenziali alla popolazione nel caso di catastrofi, anche in caso di gravi crisi e disastri. È dimostrato come la capacità operativa di diversi ospedali può venire compromessa sia da disastri improvvisi sia da interruzioni minori dovuti a problemi infrastrutturali, il cui effetto può avere impatto sull’operatività di più reparti ospedalieri e, soprattutto, sulla salute dei pazienti. Al fine di comprendere l’importanza della continuità operativa, come elemento essenziale per garantire la resilienza nel settore sanitario, il presente lavoro svolge un’analisi specifica sul Dipartimento di Ostetricia e Ginecologia del Policlinico di Milano. In primo luogo, attraverso una Business Impact Analysis (BIA), sono state identificate le attività critiche del processo nascita, le principali vulnerabilità infrastrutturali e le dipendenze che possono compromettere la sicurezza dei pazienti e la continuità dei servizi. Sulla base dei risultati emersi, è stato sviluppato un Business Continuity Plan (BCP) che definisce obiettivi e priorità di intervento, gli attori responsabili nell’implementazione della risposta, gestione dell’emergenza e procedure di recupero al fine di ristabilire l’operatività ordinaria. Il lavoro evidenzia come la resilienza operativa non si limiti soltanto a ristabilire la funzionalità ordinaria presente precedentemente all’interruzione improvvisa, ma si estende a migliorarne la solidità, apportando modifiche infrastrutturali e operative svolgendo test periodici. L’implementazione pilota può essere estesa a tutti i dipartimenti e attività critiche all’interno dell’ospedale, contribuendo al miglioramento sistemico della capacità di risposta dell’intero sistema sanitario regionale.
