Densification as a strategy for urban renewal has been adopted by policymakers for decades, especially in the past 10 years, when early-tier industrialized cities have suffered from aging infrastructure. Despite its many benefits, few studies examine the outcomes of the physical change of urban space resulting from current densification-oriented renewal policies. On the other hand, does “Densification”, a common strategy to regenerate the old area, cause unexpected spatial problems? This study takes Milan and Taipei as the testing grounds. Both cities share a similar post-WW2 development context and have experienced numerous urban renewal initiatives in the past decade, while both areas are facing an aging and population decline crisis simultaneously. By reviewing different perspectives and summarizing the urban renewal regulations of both cities, this study analyzed the socio-economic and policy backgrounds and compared the spatial transformations that have occurred in Milan and Taipei over the past decade. Based on observations of change in the buildings and urban space, this study points out the ongoing problems of the current urban renewal policy and evaluates the potential of soft densification and green infrastructure as alternative approaches, aiming to see what the next step of city renewal is for cities that have the same issue. Finally, by applying the proposed principles to address the identified issues, this study proposes a virtual reconstruction project for a selected location in Milan and Taipei to concretize the conclusions.
La densificazione come strategia di rinnovamento urbano è stata adottata dai decisori politici per decenni, soprattutto negli ultimi 10 anni, quando le città di primo livello industrializzato hanno sofferto di infrastrutture obsolete. Nonostante i suoi numerosi benefici, pochi studi esaminano i risultati del cambiamento fisico dello spazio urbano derivante dalle attuali politiche di rinnovamento orientate alla densificazione. D’altra parte, la “densificazione”, una strategia comune per rigenerare le aree storiche, causa problemi spaziali inaspettati? Questo studio prende Milano e Taipei come banchi di prova. Entrambe le città condividono un contesto di sviluppo post-Seconda Guerra Mondiale simile e hanno sperimentato numerose iniziative di rinnovamento urbano nell’ultimo decennio, mentre entrambe le aree stanno affrontando contemporaneamente una crisi di invecchiamento e declino demografico. Esaminando diverse prospettive e riassumendo le normative di rinnovamento urbano di entrambe le città, questo studio ha analizzato i contesti socio-economici e politici e confrontato le trasformazioni spaziali avvenute a Milano e Taipei nell’ultimo decennio. Sulla base delle osservazioni sui cambiamenti negli edifici e nello spazio urbano, questo studio evidenzia i problemi persistenti dell’attuale politica di rinnovamento urbano e valuta il potenziale della densificazione soft e delle infrastrutture verdi come approcci alternativi, con l’obiettivo di individuare il prossimo passo nella riqualificazione urbana per le città che presentano lo stesso problema. Infine, applicando i principi proposti per affrontare le problematiche identificate, questo studio propone un progetto di ricostruzione virtuale per una località selezionata a Milano e Taipei per concretizzare le conclusioni.
