The increasing deployment of photovoltaic systems represents a crucial factor for achieving the decarbonization goals of the national energy system. However, the development of such systems in Italy is often hindered by the complexity of authorization procedures, which involve multiple authorities and administrative levels. This thesis presents an analysis of the current regulatory and procedural framework for the implementation of photovoltaic systems in Italy, with particular attention to the differences between the main authorization pathways established by national and regional legislation. Furthermore, a case study has been developed concerning the authorization and procedural process for the realization of a photovoltaic plant, highlighting the role of state incentives, specifically participation in the Bando Agrivoltaico, as a strategic tool for promoting renewable energy installations. The case study also includes a techno-economic feasibility analysis for the integration of an electrochemical storage system with the photovoltaic plant, evaluating different storage management strategies to identify the most efficient and economically sustainable solution.
La diffusione crescente degli impianti fotovoltaici rappresenta un fattore cruciale per il conseguimento degli obiettivi di decarbonizzazione del sistema energetico nazionale. Tuttavia, lo sviluppo di tali impianti in Italia è spesso rallentato dalla complessità delle procedure autorizzative, che coinvolgono molteplici enti e livelli amministrativi. La presente tesi propone un’analisi del quadro normativo e procedurale vigente per la realizzazione di impianti fotovoltaici sul territorio italiano, con particolare attenzione alle differenze tra le principali modalità autorizzative previste dalla normativa nazionale e regionale. È stato inoltre sviluppato un caso studio relativo all’iter autorizzativo e procedurale per la realizzazione di un impianto fotovoltaico mediante la partecipazione al Bando Agrivoltaico, evidenziando il ruolo degli incentivi statali come strumento strategico per la promozione degli impianti a fonti rinnovabili. Il caso studio comprende anche un’analisi di fattibilità tecnico-economica per l’integrazione di un sistema di accumulo con l’impianto fotovoltaico, considerando diverse strategie di gestione dell’accumulo al fine di identificare la soluzione più efficiente e sostenibile dal punto di vista economico.
