This thesis analyzes the safety of cycling mobility in Milan through a data-driven approach based on the spatial analysis of a georeferenced road-crash database. The aim is to identify highly critical areas and nodes, reconstruct their spatio-temporal dynamics, and translate the results into actionable design guidance. The opening section introduces key concepts of urban cycling, drawing on international practices and literature, and discusses the Möves document—guidelines for the development of active mobility issued by the Municipality of Milan. Next, a systematic comparison of design guidelines makes it possible to define a shared “grammar” to support meta-design proposals. Building on the evidence and the reference framework, the thesis proposes a toolbox of strategies and solutions focused on: traffic separation and calming, management of motor-vehicle speeds, continuity of cycling routes, and the visibility of people cycling. To tailor these indications to the local context, the spatial distribution of crashes within the Municipality of Milan is analyzed, investigating conditions and spatial recurrences. The study area is identified along the Corso Buenos Aires corridor, one of the areas with the highest concentration of crashes involving cyclists and the subject of recent cycling-related interventions. Comparison with the existing infrastructure enables the definition of targeted and structural improvements to current conditions, avoiding the comprehensive design of a new connection. The proposals stem from the spatial analysis, from the issues raised during the participatory process linked to Möves, from local surveys, and from the study of international best practices. In conclusion, the work highlights the need for a data-driven approach integrated with advanced design techniques, so as to ensure the greatest possible effort toward safe and attractive active mobility for the entire population. The relevance of the thesis lies in the technical framework it proposes, which is essential in complementing a broader cultural shift to pursue the goals of Vision Zero, establishing a clear limit on acceptable road crashes: Zero.
Il presente elaborato analizza la sicurezza della mobilità ciclistica a Milano attraverso un approccio data-driven fondato sull’analisi spaziale di un database di sinistri stradali georiferiti. L’obiettivo è individuare aree e nodi ad elevata criticità, ricostruirne le dinamiche spazio-temporali e tradurre i risultati in indicazioni operative per la progettazione. In apertura vengono introdotti alcuni concetti chiave della ciclabilità urbana, facendo riferimento a pratiche e letteratura internazionali, e viene discusso il documento Möves, linee guida per lo sviluppo della mobilità attiva elaborate dal Comune di Milano. Successivamente, una comparazione sistematica di linee guida progettuali consente di definire una “grammatica” comune a supporto di proposte metaprogettuali. Sulla base delle evidenze e del quadro di riferimento, la tesi propone un toolbox di strategie e soluzioni orientate a: separazione e moderazione del traffico, gestione della velocità del traffico veicolare, continuità dei percorsi ciclabili e visibilità degli utenti in bicicletta. Per declinare le indicazioni nel contesto locale, viene analizzata la distribuzione degli incidenti nel Comune di Milano, approfondendo condizioni e ricorrenze spaziali. L’area di studio è individuata lungo l’asse di Corso Buenos Aires, una delle zone con maggiore concentrazione di sinistri che coinvolgono ciclisti e oggetto di interventi recenti sulla ciclabilità. Il confronto con l’infrastruttura esistente permette di definire miglioramenti puntuali e strutturali dello stato di fatto, astenendosi dalla progettazione integrale di una nuova connessione. Le proposte derivano dall’analisi spaziale, dal confronto con le istanze emerse nel processo partecipativo legato a Möves, da rilievi locali e dallo studio di buone pratiche internazionali. In conclusione, si evidenzia la necessità di un approccio data-driven integrato con tecniche progettuali avanzate, in modo da garantire il massimo sforzo per ottenere una mobilità attiva sicura e attrattiva per tutta la popolazione. La rilevanza della tesi risiede nel dispositivo tecnico che propone, fondamentale a complemento di un più grande cambiamento culturale per perseguire gli obiettivi di Vision Zero, che stabilisce un limite chiaro agli incidenti accettabili sulle nostre strade: Zero.
