Flora : fighting homelessness in the contemporary city through the use of vacant spaces

13 This thesis examines the current housing crisis, aiming to understand how the fight to alleviate homelessness in contemporary cities can be strengthened through the use of vacant spaces. Considering the current lack of affordable housing, the continuous desire of citizens to live in larger cities, and the EU parliament’s goal of ending homelessness by 2030, the city of Berlin serves as a canvas not only to better explore and understand the problem but also to suggest a possible solution. After a brief introduction, the thesis dives into the two main topics, which are further explained using case studies and interviews. This provides a base for the Pilot Project of Geisterhaus Flora, a building in the south-west area of Berlin that has been abandoned for twenty-two years and has seen nine years of participation by the neighbourhood’s elderlies to reuse it. The project aims to create new housing solutions for the former homeless while also returning the ground-floor spaces to the community, seeking to bridge the gap and combat the stigma associated with homelessness. Through the redaction of a Manifesto, the project aims to develop a functional strategy that can be implemented in various locations throughout the city, creating a network of “once vacant, now full” buildings.

Questa tesi esamina l’attuale crisi abitativa, con l’obiettivo di comprendere come la lotta per alleviare il fenomeno dei senzatetto nelle città contemporanee possa essere rafforzata attraverso l’uso degli spazi vuoti. Considerando l’attuale carenza di alloggi a prezzi accessibili, il continuo desiderio dei cittadini di vivere nelle grandi città e l’obiettivo del Parlamento europeo di porre fine al fenomeno dei senzatetto entro il 2030, la città di Berlino funge da tela non solo per esplorare e comprendere meglio il problema, ma anche per suggerire una possibile soluzione. Dopo una breve introduzione, la tesi approfondisce i due argomenti principali, che vengono ulteriormente spiegati attraverso casi di studio e interviste. Ciò costituisce la base per il progetto pilota Geisterhaus Flora, un edificio nella zona sud-ovest di Berlino che è stato abbandonato per ventidue anni e che ha visto nove anni di partecipazione da parte degli anziani del quartiere per riutilizzarlo. Il progetto mira a creare nuove soluzioni abitative per i senzatetto, restituendo al contempo gli spazi al piano terra alla comunità, cercando di colmare il divario e combattere lo stigma associato ai senzatetto. Attraverso la redazione di un Manifesto, il progetto mira a sviluppare una strategia funzionale che possa essere implementata in varie località della città, creando una rete di edifici “un tempo vuoti, ora pieni”.
