In a country increasingly affected by demographic contraction phenomena, whose indicators suggest a future scenario of intensification of the same, it is inconceivable to think of a spatial planning that is not able to take into account the complex implications that the phenomenon of shrinking has on the public and private life of Italian realities. Striking examples of the phenomenon are mainly the intermediate and internal areas, which are facing acute episodes of abandonment; If, on the one hand, however, attention to the issue has led in recent decades to intervention, through funding and actions, on the so-called internal areas, intermediate realities find themselves experiencing the same phenomena, often without the tools and aid necessary to counteract their consequences, making them self-exciting events with critical effects for the future of these realities. For this reason, this paper aims to provide an in-depth overview of the phenomenon with a focus on these "intermediate realities", with the intention of critically analysing the issue in the complexity of its facets, to understand whether the path of demonization of the same is the correct choice, or an instinctive response where, instead, following what can be discovered to be a natural phase of demographic history could prove to be a path more effective. The ultimate goal of this study is to be found in its implications in the role of planners and architects, who are called upon to respond, through governance and design tools of city spaces, to a delicate and complex problem, whose solutions will necessarily have to be tailored to individual cases with great competence and critical sense in order not to fall back into design failures and waste of already scarce public resources. The methodology that is intended to be adopted to pursue the goal explained above has been identified in the critical analysis of solutions in place both on a national and international scale, since shrinking is a phenomenon that also affects the European dimension with increasing intensity. In order to put the topic in a more concrete guise, it was then decided to deepen an emblematic reality, the Sardinian one, which has a great variety of intrinsic characteristics that make the Region an ideal case to suggest some reflections on the size of central Italy and the solutions to be adopted to respond to a phenomenon such as that of contraction in this strip of territory. Finally, the outcome of the applied method aims to suggest reflections on the need for professional figures, directly responsible for the spatial nature of cities, to develop an awareness of the phenomenon analysed, which questions the roles of planners and designers in this regard and raises awareness of the creation of conscious solutions capable of enhancing the nature of places. whether these operations translate into a return to growth of the latter, or, instead, whether they translate into an accompaniment towards sustainable degrowth.
In un’Italia sempre più interessata da fenomeni di contrazione demografica, i cui indicatori suggeriscono uno scenario futuro di intensificazione degli stessi, è inconcepibile pensare ad una pianificazione spaziale che non sia in grado di tenere conto delle complesse implicazioni che il fenomeno dello shrinking ha sulla vita pubblica e privata delle realtà italiane. A fornire esempi lampanti del fenomeno sono maggiormente le aree intermedie ed interne, che si trovano ad affrontare acuti episodi di abbandono; se da una parte, tuttavia, l’attenzione al tema ha portato negli ultimi decenni all’intervento, attraverso finanziamenti e azioni, sulle cosiddette aree interne, le realtà intermedie si trovano a vivere gli stessi fenomeni, spesso senza gli strumenti e gli aiuti necessari a contrastarne le conseguenze, rendendoli eventi autoeccitanti dagli effetti critici per il futuro di queste realtà. Per tale ragione questo elaborato si pone come obiettivo un inquadramento approfondito del fenomeno con un focus su queste “realtà intermedie”, con l’intenzione di analizzare con sguardo critico il tema nella complessità delle sue sfaccettature, per comprendere se la strada della demonizzazione dello stesso sia la scelta corretta, oppure una risposta istintiva laddove, invece, assecondare quello che si può scoprire essere una naturale fase della storia demografica potrebbe rivelarsi un sentiero più efficace. Il fine ultimo di questo studio è da ricercarsi nelle sue implicazioni nel ruolo dei pianificatori e degli architetti, i quali sono chiamati a rispondere, attraverso strumenti di governance e di progettazione degli spazi della città, ad una problematica delicata e complessa, le cui soluzioni dovranno necessariamente essere cucite sui singoli casi con grande competenza e senso critico per non ricadere in fallimenti progettuali e spreco delle già carenti risorse pubbliche. La metodologia che si intende adottare per perseguire il fine poc’anzi esplicato è stata identificata nell’analisi critica di soluzioni in atto sia a scala nazionale che internazionale, trattandosi di un fenomeno, quello dello shrinking, che interessa anche la dimensione Europea con intensità sempre più crescente. Al fine di calare l’argomento in una veste di maggiore concretezza si è poi scelto di approfondire una realtà emblematica, quella sarda, che presenta una grande varietà di caratteristiche intrinseche che rendono la Regione un caso ideale per suggerire alcune riflessioni circa la dimensione dell’Italia di mezzo e le soluzioni da adottare per rispondere ad un fenomeno come quello della contrazione in questa fascia di territorio. L’esito del metodo applicato vuole essere, infine, suggerire riflessioni circa la necessità da parte di figure professionali, direttamente responsabili della natura spaziale delle città, di maturare una coscienza circa il fenomeno analizzato, che metta in discussione i ruoli di pianificatori e progettisti a riguardo e sensibilizzi all’ideazione di soluzioni consapevoli e capaci di esaltare la natura dei luoghi, sia che queste operazioni si traducano in un ritorno alla crescita di quest’ultimi, sia, invece, che si traducano in un accompagnamento verso una decrescita sostenibile.
