This research examines the Venice lagoon as an amphibious and metropolitan system whose current regulation process undermines its complex balance and the coexistence between hu-man and natural habitats. It reviews its historical development to understand how governance, politics, urbanisation, and the economy are intertwined with its preservation and adaptation in a particularly fragile territory. The aim is to rethink its future and conservation through the radical scenario proposed by Lo-renzo Fabian and Ludovico Centis, who suggest subdividing it into three lagoons with different uses, hydraulic characteristics and ecological features. This would be an opportunity to re-establish the balance and preservation of its territory as an anti-fragility strategy. Raising the following questions: How can governance be used to achieve a balance between landscape productivity and the protection of the lagoon as an amphibious and metropolitan territory, with the radical scena-rio proposed by Fabian & Centis? What possible governance obstacles could arise in its implementation as an anti-fragile stra-tegy? Through a methodology that combines the assessment of the demographic and hydrographic aspects of the lagoon and the Fabian & Centis scenario with the support of the ‘Piano per l’As-setto Idrogeologico’ (PAI) of the ‘Autorità di Bacino Distrettuale delle Alpi Orientali’ as a binding governance framework for the implementation of the scenario. Finding as a weakness for its implementation that the perimeters established by the PAI do not dialogue with other instruments within the district of the ‘Autorità di Bacino Distrettuale delle Alpi Orientali’ itself, which explains a fragmentation and is an obstacle to agile access to finan-cing mechanisms, proposing that the lagoon boundary be adapted to the perimeter of the radi-cal scenario, as a multi-level instrument that would prevent this fragmentation. Proposing a ‘preparation’ strategy, identifying the missions and components of the PNRR that could act as a financing mechanism that emerged in response to the uncertainty of CO-VID-19 and is a precedent for the creation of future financing instruments in the face of totally uncertain scenarios due to climate change and its effects on the lagoon. Concluding that Fabian and Centis’ radical scenario as an antifragility scenario can favour the generation of unified instruments and a governance system to restore the balance between landscape productivity and lagoon preservation, where radical uncertainty is already a condi-tion in itself.
Questa ricerca esamina la laguna di Venezia come un sistema anfibio e metropolitano il cui attuale processo di regolamentazione compromette il suo complesso equilibrio e la coesistenza tra habitat umani e naturali. Esamina il suo sviluppo storico per comprendere come la governance, la politica, l’urbanizzazione e l’economia siano intrecciate con la sua conservazione e il suo adattamento in un territorio particolarmente fragile. L’obiettivo è ripensare il suo futuro e la sua conservazione attraverso lo scenario radicale proposto da Lorenzo Fabian e Ludovico Centis, che suggeriscono di suddividerla in tre lagune con diversi usi, caratteristiche idrauliche e caratteristiche ecologiche. Ciò rappresenterebbe un’opportunità per ristabilire l’equilibrio e la conservazione del suo territorio come strategia di anti-fragilità. Sollevando le seguenti domande: Come si può utilizzare la governance per raggiungere un equilibrio tra la produttività del paesaggio e la protezione della laguna come territorio anfibio e metropolitano, con lo scenario radicale proposto da Fabian & Centis? Quali possibili ostacoli di governance potrebbero sorgere nella sua attuazione come strategia anti-fragile? Attraverso una metodologia che combina la valutazione degli aspetti demografici e idrografici della laguna e lo scenario Fabian & Centis con il supporto del “Piano per l’Assetto Idrogeologico” (PAI) dell’Autorità di Bacino Distrettuale delle Alpi Orientali come quadro di governance vincolante per l’attuazione dello scenario. Rilevando come punto debole per la sua attuazione il fatto che i perimetri stabiliti dal PAI non dialogano con altri strumenti all’interno del distretto dell’Autorità di Bacino Distrettuale delle Alpi Orientali stessa, il che spiega una frammentazione e costituisce un ostacolo all’accesso agile ai meccanismi di finanziamento, proponendo che il confine della laguna sia adattato al perimetro dello scenario radicale, come strumento multilivello che impedirebbe questa frammentazione. Proponendo una strategia di “preparazione”, identificando le missioni e le componenti del PNRR che potrebbero fungere da meccanismo di finanziamento emerso in risposta all’incertezza del COVID-19 e che costituisce un precedente per la creazione di futuri strumenti di finanziamento di fronte a scenari totalmente incerti a causa dei cambiamenti climatici e dei loro effetti sulla laguna. Concludendo che lo scenario radicale di Fabian e Centis come scenario di antifragilità può favorire la generazione di strumenti unificati e un sistema di governance per ripristinare l’equilibrio tra la produttività del paesaggio e la conservazione della laguna, dove l’incertezza radicale è già una condizione in sé.
